The Senior Stormwater Project Manager is responsible for overseeing the design and construction of high complexity capital infrastructure projects. The project manager will manage municipal infrastructure projects that may include flood mitigation, stormwater management, water quality improvements, and sanitary and combined sewer infrastructure, roadway improvements, transit projects, bicycle and pedestrian improvements, and parks and recreation facilities. The employee will be part of the Flood Mitigation Program team. The program team is comprised of staff from the Department of Project Implementation and from Transportation & Environmental Services Department. The flood mitigation program consists of storm sewer capacity and spot improvement projects; stream, channel, and infrastructure maintenance; grant and technical assistance programs; public communication and early warning systems. The program team identifies, prioritizes, scopes, and delivers multiple high-profile projects needed to address critical capacity issues. The Senior Stormwater Project Manager is responsible for leading technical and support teams, comprised of internal staff and external contractors to deliver capital projects to the stated objectives. As stewards of Capital funds, the team is expected to deliver projects to a standard worthy of that public trust. The candidate must be able to demonstrate relevant design and project management experience on capital and community infrastructure projects.The Opportunity
About the Department
- Delivers capital projects, through application of project management best practices and of City procedures to achieve project objectives;
- Manages design project teams consisting of consultants, City planning, design, and permitting staff, regulatory agencies, project sponsors, and City support staff to achieve successful project delivery;
- Manages construction project teams, verifying contract compliance and delivery of projects to City expectations;
- Provides stewardship of Capital funds through appropriate budget development, drafting of effective procurement documents, disciplined management of contractors, and adherence to contract and regulatory requirements;
- Manages stakeholders, engages the community, and presents information regarding capital improvement projects to residents, outside agencies, senior staff, and City officials;
- Manages projects within the scope, schedule, and budget baseline. Monitors project progress, mitigates risk, and manages changes from baseline;
- Maintains technical knowledge in design of municipal infrastructure projects. Remains abreast of advancements and standards in project delivery, design plan development, regulatory requirements, technology-support and design-authoring tools, and construction and material requirements;
- Seeks stakeholder input, gains consensus, and makes decisions in the best interest of the City and its residents;
- Coaches and trains junior project managers. Meets certification requirements and continually works to improve project management skills and knowledge;
- Engages internal and external subject matter experts to address project challenges with appropriate level of expertise.
- Approaches work with a critical eye, challenging accepted practices, seeking new approaches and continuous improvement; and
- Performs other duties as assigned.
The Department of Project Implementation (DPI) implements capital infrastructure projects including intersection improvements, storm water and water quality improvements, sanitary sewer improvements, flood mitigation, and park improvements. DPI staff promote excellence in project management and sound stewardship of public trust. The Department is currently managing 63 active infrastructure projects with a total capital improvement program value of approximately $1 billion. The Department coordinates and plans complex, multi-departmental projects such as the Waterfront Small Area Plan Implementation and the Potomac Yard Metrorail Station. To minimally qualify for the position all applicants must possess a bachelor’s degree in Civil Engineering, Construction Management, or Landscape Architecture; ten (10) years of related experience in a position as a Professional Engineer or Landscape Architect, five (5) years as a project manager; or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities. Must be licensed to practice as a Professional Engineer or Landscape Architect in the Commonwealth of Virginia or eligible to obtain Virginia registration by reciprocity.Preferred Qualifications
The ideal candidate must possess all the above as well as, fifteen (15) years of experience as a Civil Engineer/Landscape Architect of which five (5) years shall be as a project manager for design and construction of capital projects; and certification as PMP or CCM.Notes
