The Department of Finance’s mission is to prudently manage financial operations, recommend and implement sound fiscal policies, safeguard public assets, and encourage a safe environment on public property. 　

The Accountant/Auditor, Lead/Senior (Financial Analysis, Audit and Compliance Analyst) position is responsible for ensuring compliance with the County Code and the County’s policies governing financial transactions, by performing specific reviews of transactions that meet certain criteria. The incumbent will ensure financial transactions have proper support, approval, and documentation to demonstrate compliance with applicable laws, regulations, and policies.

Roles and responsibilities include:

• Completes post-payment audits of financial transactions for compliance with County laws, regulations and policies.
• Performs petty cash audits.
• Reviews Direct Purchase Orders (DPOs) for reasonableness and compliance with County laws, regulations and polices.
• Reviews financial transactions (DPOs and purchase cards) for possible split transactions and violations of the County’s procurement regulations.
• Analyzes, researches and reports findings of large financial data sets for outliers.
• Monitors and reports non-compliance to management.
• Engages with special projects supporting the Department’s mission.

A criminal background and credit history check will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision.

MINIMUM QUALIFICATIONS   

Experience: Considerable (four (4) years) professional experience in a financial accounting, auditing, or business administration field.

Education:  Graduation from an accredited college or university with a bachelor’s degree in accounting; or a bachelor’s degree in Business Administration or Public Administration or a related field with a major of accounting coursework.

Substitution:  Certification as a Certified Public Accountant (CPA) may be substituted for a degree in Accounting or a major in Accounting.

Employees meeting minimum qualifications who are same grade or higher will be placed on Eligible List as a Transfer candidate and may be considered for interview.
