The successful candidate will:
  • Lead its IT strategy and oversees a bureau consisting of experienced IT professionals, technical staff and contractors supporting multiple applications, databases, interfaces, reports, and communications technologies;
  • Guide department leadership and staff in researching and implementing new and emerging technology that aligns with the overall Department mission;
  • Oversee the design, development, and delivery of IT systems of varying complexity for all Department bureaus and divisions, and manages all associated administrative functions including budget and resources of the Information Technology Bureau;
  • Champion opportunities to improve existing IT systems with innovative solutions;
  • Lead the development and execution of short- and long-range strategic technology plans;
  • Oversee IT support operations, including support during emergency response events;
  • Identify staffing and financial resources necessary to implement new IT initiatives and support and identify ongoing business needs;
  • Ensure IT systems, resources, and staff continuity in a 24/7 public safety entity;
  • Interpret county policy and advise department management on related IT activities;
  • Collaborate and coordinate with county DIT staff to leverage DIT technologies as well as ensuring compliance with county IT Policies. In addition, collaborate with external vendors, and IT industry groups to build collective partnerships;
  • Works with DIT and other entity stakeholders to provide interoperability for external and internal customers to include but not limited to, local, state and federal agencies;
  • Develops specifications for solicitations, and negotiates and manages hardware and software contracts;
  • Serves on support committees, makes presentations and serves as an advisor on public safety IT matters to Police senior management and Public Safety senior leaders;
  • Foster a team environment to accomplish strategic goals and to promote the Department's mission, vision, and values.

Illustrative Duties

  • Performs all required personnel, software and hardware planning and budgeting functions for assigned area;
  • Allocates staff for approved projects and system support;
  • Ensures compliance with policies, procedures, and standards for computerized systems and performs project and contract management duties as needed;
  • Plans, organizes, coordinates, assigns and evaluates the work of a large subordinate staff;
  • Provides guidance, technical assistance, and training to subordinate staff through formal and informal evaluations;
  • Provides work related counseling as needed;
  • Provides opportunities for staff development;
  • Establishes task priorities among competing projects and maintenance requirements;
  • Provides direction to staff to ensure systems are enhanced and developed within budgetary and time constraints;
  • Approves work plans;

  • Prepares project status and progress reports on all major assigned tasks;
  • Prepares correspondence, cost-benefit evaluations and the like;
  • Prepares requests for proposals for a variety of system projects;
  • Develops performance criteria and technical specifications;
  • Serves on selection advisory committees;
  • Prepares vendor proposal evaluation criteria;
  • Serves as contract project manager;

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Possession of a bachelor's degree in computer science, or closely related field; plus, six years' experience in systems design, development, and maintenance in a large information systems environment, including considerable supervisory experience.

PREFERRED QUALIFICATIONS:
  • Experience managing and directly supervising a group of IT professionals.
  • Experience managing information technology projects of varying complexity serving the needs of a diverse customer base.
  • Experience developing and executing strategic information technology plans.
  • Proficiency at communicating technical information to senior and executive level staff in formal and informal settings.

NECESSARY SPECIAL REQUIREMENTS:
