Job Description

The Director of the Office of Capital Programs, Planning, and Design Services manages the design and construction of facilities for the division. The Office develops and executes the Capital Improvement Program (CIP) which responds to requirements for new facilities, additions, renovations, major maintenance, and minor capital improvement needs. Develops, plans, and manages the CIP budget for immediate, short-term, and long-term projects, including facilitating major long-range facilities planning efforts. Procures and organizes the work performed by architectural, engineering, and construction firms to maintain project scope, schedule, and budget. The position supervises a diverse and multicultural, full-time, part-time, and contractor staff. The Director routinely coordinates with schools and departments, city offices, and community organizations.

The position reports to the Executive Director of Facilities.

Qualifications

Education:Bachelor's degree in architecture, engineering, business administration or related fields preferred. A combination of education, training, and experience may substitute for the educational requirements. Master's degree preferred.

Certificates & Licenses: None required. Relevant designations preferred (e.g. AIA, PMP, AICP, etc.).

Experience: Minimum of five years of progressive and significant experience in school facility planning, design, and construction, or related experience is required. Experience with the supervision of personnel, public sector finance and budgeting, contract administration, capital-project procurement processes, and capital program management in a school system preferred. Experience with a capital improvement program of $50M or more is preferred.

Essential Functions
  • Manages CIP program and project management and ensures requirements of scope, schedule, and budget as it relates to new facilities projects or complete facility modernization projects (referred to as ACPS's Capacity projects in the CIP).
  • Procures, coordinates and manages architectural/engineering (A/E) services, other planning, and design services, and construction managers.
  • Conducts capacity planning and other space planning needs
  • Develops enrollment forecasting, incorporating impacts of residential development and housing
  • Collaborates with relevant City departments on future development and joint planning efforts
  • Follows the respective procurement process, contract administration, and personnel management procedures for the respective program, project, and office requirements
  • Serves on, or as designated staff representative on steering committees, task forces, joint conferences, or other groups
  • Oversees land acquisition to include coordination with developers, realtors, attorneys, city officials, and other stakeholders.
  • Provides redistricting and 5-Year boundary analysis to include GIS analysis
  • Ensure compliance with applicable federal, state, and local agency requirements
  • Develop CIP 10-year budget formulation
  • Organize, lead and manage to support the Division's strategic plan
  • Develop and maintain a Long Range Facilities Plan to project future modernization projects
  • Supervises assigned personnel. Organizes and implements an orientation program for new staff
  • Supports the Department of Facilities and Operations to ensure communication, coordination, and collaboration among its six offices.
  • Must be available for contact on a 24/7 basis for emergencies.
  • Performs other duties as assigned to support the needs of the division.

Knowledge, Skills, and Abilities
  • Must have the knowledge and previous experience using current software technologies, spreadsheets, and word-processing for project and facility management (e.g. Excel, AutoCAD, GIS, BIM, FMX, School Dude, etc.)
  • Must be skilled in working with an urban, economically-diverse, multi-cultural community.
  • Must have the ability to take initiative, accept responsibility and be held accountable; motivate staff and develop teamwork; and maintain effective working relationships with various stakeholders (staff, administrators, students, parents, outside agencies, business and community groups, and the public).

Physical Demands
  • May occasionally work during inclimate conditions
  • May operate a district-provided vehicle around the division and surrounding areas

  • Tuberculosis Skin Test

Public Health Compliance
  • Proof of COVID vaccination. Exemptions for religious/medical will be reviewed.
  • Must follow safety and health protocols.
