Job Announcement

Provides guidance and direction for the full array of HR services to the five business areas of the department. DPWES is a diverse organization of approximately 1,100 employees providing solid waste, capital facilities development, wastewater, stormwater, urban forestry, and land acquisition management services for the most populous county in Virginia. Reporting to the DPWES Director, the HR Manager is a critical member of the executive team of this dynamic, accredited public works agency. The ideal candidate will have the ability to communicate clearly to all levels of employees, consult and partner with managers to solve HR issues, build consensus and lead collaborative teams, and engage effectively with employees.

The HR Manager will:
  • Lead HR and training and development professionals across the DPWES business areas to establish a positive, collaborative, and responsive culture in the department.
  • Serve as the DPWES expert in the interpretation of county personnel regulations, implementation of collective bargaining agreement, and resolution of complex employee relations issues.
  • Lead department-wide organization and professional development initiatives.
  • Develop, track, and implement departmental workforce planning, recruitment, and retention efforts.
  • Provide executive level leadership of cross-functional teams working to reduce barriers that impede advancement and diversity of employees.
  • Manage the HR Branch and provide the full range of HR services to the Director’s Office.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field; Plus four years of professional-level human resources experience including one year in a supervisory capacity.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee is required to complete a criminal background and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  1. Master’s degree in HR Management, Business Administration, Public Administration, or related field.
  2. Three or more years of professional experience in HR management that includes leading organizational development initiatives for a government agency.
  3. One or more years of labor relations experience in a collective bargaining environment in the public sector.
  4. Three or more years of professional HR experience managing employee relations and grievance cases, including providing guidance to managers in complex and sensitive employee relations issues.
  5. Two or more years of demonstrated experience providing guidance on HR issues and policies to senior and executive level leaders.
  6. Two or more years of experience developing and implementing initiatives to increase diversity in a large organization.
  7. Two or more years of experience providing HR customer service to both professional and skilled trade employees in the same organization.
  8. Three or more years of experience supervising professional and administrative HR staff.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment and to use other automated technology. All duties are performed with or without reasonable accommodation.
