  • Serves as a subject matter and technical expert on matters involving HR data and reporting systems (e.g., HRODS, HR Service Center Employee Reports, FPPS Datamart). Makes recommendations to develop new processes and to improve current OHR
  • [CONT] procedures, and best practices, through analysis of current procedures and functions.
  • Provides advice and guidance in area/s of responsibility to one or several segments of SSA. Assists components in implementing new or revised HR data reporting procedures and guidelines and assures that they conform to SSA policies and objectives.
  • Provides advice and services to key SSA management officials and others on unique or particularly complex HR data/reporting problems and issues.
  • Develops and carries out plans for keeping managers, employees and the Union informed concerning major projects. This includes preparing written materials, as well as conducting briefings and conference calls.
  • Briefs top level Agency officials, when requested, on any aspect of program responsibility.
  • May attend meetings at OPM or other high level Federal organizations to explain SSA HR data reporting operating policies and procedures. Serves on intra agency, SSA wide committees, task forces, and workgroups as assigned.

To qualify for the GS-13, the applicant must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include at least three of the following: (1) Skill gathering requirements and using HR workforce data systems to pull data to create products which solve or improve HR issues. (2) Knowledge of relational databases programming, programming requirements, and data retrieval for HR specific systems. (3) Skill in presenting (orally and in writing) complex HR data information and recommendations clearly and concisely to diverse audiences. (4) Ability to provide excellent customer service and support and ensure customers are satisfied with results and expectations were met. (5) Skill in managing workloads, deliverables, and staying organized with multiple assignments/workloads.

Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply.
