Duties

As the Director of the Industrial Efficiency and Decarbonization Office (IEDO) you will:
  • Manage and direct the development, implementation, and evaluation of a national program of advanced industrial decarbonization technology investigation, development, demonstration, technical assistance, and dissemination.
  • Identify and integrate the scientific, engineering, and technical resources necessary to conduct a feasible and effective industrial decarbonization technology research, development, and demonstration program.
  • Manage the transfer of new decarbonization technology to U.S. industries via public-private partnerships to which multiple parties contribute to the cycle of strategic input, technical concepts, funding and implementation of research and development projects, review, oversight, and feedback.
  • Provide industrial technologies, scientific, engineering, technical, and programmatic considerations for analysis and support of planning and policy development and provide policy and analytical support to senior management.
  • Manage the industrial efficiency and decarbonization efforts performed by national research laboratories, universities, and industry including critical peer review and feedback regarding technical and managerial objectives.
  • Direct analyses and reviews to ensure conformity of program execution within established policies and develop funding actions and program guidance to be issued to Field organizations and other recipients.
  • Identify and interpret legislative and regulatory requirements for industrial energy efficiency and decarbonization and manage the implementing activities that satisfy these needs.
  • Oversee the development and implementation of multi-year program plans and annual operating plans
    and manage the application of assigned resources to effectively achieve planned objectives. Develop
    annual program budget requirements, approve, and manage the use and distribution of funds, and
    provide interpretive guidance to research performing organizations.
  • Interact with relevant DOE staff to identify those institutional or managerial requirements that may impact industrial technologies programmatic needs, identify the basic issues involved, and develop programmatic positions concerning these issues.
  • Integrate and coordinate activities of IEDO with activities of other EERE offices to meet national needs and program priorities.
  • Direct the development of responses to queries from DOE senior management, the White House, OMB, GAO, and Congressional committees and subcommittees to assigned technologies.
  • Serve as a focus for U.S. participation in matters related to the international industrial technology's community including cooperative agreements, exchange of technical information, conferences, workshops, and summit meetings. Maintain close contact and sensitivity to the technology base and decision-makers of U.S. industry to keep abreast of their accomplishments, capabilities, trends and needs, and be the focal point for governmental cognizance of the state of the U.S. industrial base with respect to the decarbonization of industrial technologies.
  • Manage a large multi-function staff. Apply and promote the EEO Program and Affirmative Action Plans; ensure that support for EEO and Affirmative Action policy is understood and followed by subordinates. In cooperation with other directors, supervisors, and team leaders, continuously see ways to eliminate or reduce significant bottlenecks and barriers to production, promoting effective team relationships and improved business practices.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

CITIZENSHIP: You must be a U.S. Citizen or National.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.

PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.

PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.

Qualifications

Resume-Based Resume: Applicants must show possession of the ECQs and any technical qualifications via resume. Your resume presented will reflect that you possess the ECQs and give a synopsis of your accomplishments. The application process used to recruit for this position is the RESUME BASED method. Although applicants cannot address the Executive Core Qualifications (ECQs) separately, evidence of each must be clearly demonstrated in the five (5) page resume and throughout the rest of the application package to include the MTQ narrative (required as an attachment to the application).

Executive Core Qualifications (ECQs)

Mandatory Technical Qualifications (MTQs): A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below . No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.
  • MTQ 1: Experience directing a national, regional or corporate program of research, development, demonstration and/or deployment (RDD&D) related to energy efficiency technologies and advanced manufacturing processes.
  • MTQ 2: Expert knowledge in developing strategies for decarbonization of the industrial sector, including significant experience working with the manufacturing industry.
