Duties

The Information Management Office (IMO) provides guidance to ensure consistent information management (IM) practices across the IC, while managing mandatory IM programs for the ODNI. IMO's focus includes the disciplines of records management, classification and declassification management (including prepublication), and information review and release. The Information Review & Release Group (IRRG) within IMO is responsible for processing all Freedom of Information Act (FOIA), Privacy Act (PA), and Executive Order (E.O.) 13526, Classified National Security Information, Mandatory Declassification Review (EOMDR) requests and appeals, as well as providing critical support on litigation cases.

Major Duties and Responsibilities:

Implement programs, policies, and procedures that result in the effective sharing of information across the Government while protecting Intelligence and Law Enforcement sources and methods, operational equities, and U.S. persons' privacy.

Process FOIA, PA, and EOMDR cases, making initial release determinations and develop appropriate responses to requesters.

Apply analytic skills to reviewing ODNI records for potential release, and redacting still sensitive information in accordance with the appropriate FOIA, PA, or EO.

Ensure proper case management, including the recording and tracking of FOIA/PA/EOMDR requests to the ODNI.

Support the Team Lead(s) and IRRG Chief to in the development and improvement of processes.

Effectively engage with other IC and Government agencies to ensure information is coordinated appropriately.

Continually expand personal expertise with regard to the development and implementation of information sharing tools, technology, plans, and policies to facilitate the cooperation and effective coordination of the ODNI, the IC, and other U.S. Government agencies.

Must be a current permanent ODNI employee.

Qualifications

Knowledge of information sharing theory, policies, procedures, and technologies.

Knowledge the FOIA, PA, and EO 13526, including at least three one years of direct experience processing FOIA/PA/EOMDR requests from cradle to grave.

Knowledge of the mission, charter, roles, and responsibilities of the ODNI, IC, and U.S. Government agencies, and how these organizations can effectively cooperate in implementing information sharing plans and programs.

Ability to communicate clearly, both orally and in writing, in a manner that is targeted to and meets the needs of diverse audiences, including to senior-level officials.

Ability to logically analyze, and judge information for potential release to the public, as well as the ability to identify information that is derived from other government agencies.

Ability to develop effective professional relationships with peers and colleagues in ODNI, the IC, and U.S. Government.

Ability to balance multiple priorities among assigned activities; including the ability to manage transitions effectively from task to task.

Desired Requirements

Expertise in case management and processing of FOIA/PA/EOMDR requests and litigation preparation within the IC.

Significant experience interpreting statutory requirements for agency compliance.

Education

Bachelors, Master's, or Juris Doctorate degree.
