Duties

  • Responsible for implementing purpose-fit Health IT framework, which involves Integrated transformation strategy, common modeling services while strategically aligning and managing the design concepts of physical and logical network layers.
  • Develops technical documents, reports, assessments and other situational awareness information to stakeholders; and participates/collaborates with stakeholders to ensure that scope of projects with milestones are identified and documented.
  • Architects, builds, and delivers to the organization cloud and on-prem architectures and solutions compliant with regulatory requirements, NIST standards, and applicable application development and security policies and procedures.
  • The Enterprise Architect will lead the analysis of the current technology environment to detect areas of opportunity, legacy, and technical debt, and recommend solutions for improvement.
  • Advise senior project leaders and other systems analysts on the most effective and efficient strategies to be used in accessing information maintained in the organizations data base (within available resources).
  • Prepares and presents briefings, information papers, reports, etc. on evaluation and recommendation of new tools and trends to senior managers of other organizations as appropriate
  • Lead the programs enterprise architecture activities that form and guide strategy of information technology (IT) systems, applications, data, and infrastructure across a vast application portfolio.
  • Lead deep technical architecture discussions with Senior Stakeholders, other Enterprise Architects, IT Management and Developers to conceptualize, modernize.

Qualifications

The position of Information Technology Specialist (Enterprise Architecture) falls under the 2210 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 08/26/2022.

Basic Qualifications:
IT-related experience demonstrated in each of the following four competencies-(1) Attention to Detail - being thorough when planning, developing, and carrying out vital tasks in supporting IT projects and other IT business functions; (2) Customer Service - assisting others in the resolution of issues affecting hardware, IT systems applications, or business applications; (3) Oral Communication - expressing highly technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information; (4) Problem Solving - conducting extensive investigation and analysis to determine the nature and scope of problems and devise solutions. Note: your resume must demonstrate you have all 4 competencies to qualify for this position.

Specialized Experience:
Have one year of experience equivalent to the GS-13 level in the Federal service. Specialized experience is defined as experience which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position and which is in or typically related to the work of the position to be filled. For this position, specialized experience includes: Developing major components of an enterprise architecture plan (to include strategic drivers, current and target architectures, sequencing plans, architectural segments and reference models, and standards) to support an agency's IT portfolio; Applying enterprise architecture concepts, methods and practices, as well as network security architecture concepts to devise and accomplish an organization's Operational Technology roadmap, goals, and objectives; Implementation experience with cloud platforms including but not limited to AWS and Azure; Experience with low code platforms like Appian or Salesforce; Experience with API Management solutions including but not limited to Mulesoft.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed.
