Duties

Communicates on a daily basis with the Associate General Counsel (AGC), Employment Law Branch (ELB) Attorneys, Equal Employment Opportunity (EEO) representatives, Department of Justice (DOJ) representatives, and other federal agency and court representatives to ensure that all of ELB's cases are processed in compliance with the rules and regulations of each of these entities.

Responsible for the initial receipts, assessment, analysis and categorization of all labor and employment law complaints and requests for assistance received bye ELB from all sources.

Performs organizational and data collection studies on a wide variety of projects.

Assists the AGC and Supervisory Attorneys in developing the yearly budget for processing complaints.

Develops and evaluates programs and operations in terms of meeting in the overall objectives

Qualifications

Education:

GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work.

GS-12: There is no substitution of education for specialized experience for this position.

OR

Experience:

GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular Knowledge, Skills and Abilities (KSAs) to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

GS-11:
  • Experience in implementing management objectives and creating and/or implementing operating programs and processes in order to achieve the overall goals of the Branch and organization. This includes identifying issues in workflow processes; recommending and implementing appropriate changes; conducting studies, engaging in fact finding, gathering data, and exchanging information to resolve problems; and proposing solutions or recommendations as necessary.
  • Experience working in a fast-paced high volume work environment with demonstrated ability to communicate in writing and orally in order to convey issues and propose solutions. This includes a proven ability to interact in a professional manner with co-workers, institutional staff, and other seeking assistance.
  • Experience with data entry, utilizing and/or managing a database system, and designing, generating and analyzing reports from a database system. This includes using computer software programs to design reporting formats; developing spreadsheets to track work assignments; and utilizing spreadsheets and other appropriate software to ensure completion of assignments, highlight errors, or identify trends.
  • Experience demonstrating knowledge and assisting with the application and/or interpretation of Federal laws and regulations such as those related to Federal EEO and disciplinary and adverse actions.

GS-12:
  • Experience working independently in a fast-paced high volume work environment with demonstrated effective written and oral communication skills in order to convey issues and propose solutions. This includes a proven ability to interact in a professional manner with upper-level management and those seeking assistance. .
  • Experience in the development and/or maintenance of an electronic database, electronic filing system, and/or paper filing system. This includes a demonstrated ability to develop and/or maintain a work assignment process and tracking system to ensure timely assignment and completion of assigned work and the ability to develop and generate reports, compile and evaluate statistical information, identify workflow issues, and recommend changes to processes for improved efficiencies.
  • Experience in gathering, analyzing and evaluating information and data in order to make recommendations for resolution of issues. This includes the ability to draft report documents and memoranda for management.
  • Experience utilizing automated systems and software to enter and retrieve complex data, format and encrypt information to technical specification, and to produce a wide range of documentation (i.e. analytical reports, spreadsheets, and statistical charts).
  • Experience demonstrating knowledge or application and/or interpretation of Federal laws and regulations such as those related to Federal EEO and disciplinary and adverse actions.

Combination of Education and Experience:

GS-11: Have a combination of education and experience. This experience must have equipped you with the qualifications necessary to perform the major duties of this position as described above.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

Additional information

This position IS NOT included in the bargaining unit.

The representative rate for this position is $98,818 per annum ($47.35 per hour).

Special Conditions of Employment Section:

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
