Duties

As a PROGRAM ANALYST you will be responsible for the following duties:

- Identify, recommend, document, and implement guidance, processes and procedures (and improvements) to support organizational and process changes across the agency.
- Responsible for planning and executing a variety of change management assessment and initiatives to support DCSA programs and operations to address change management gaps/requirements, and improve operational effectiveness.
- Act as change management process analyst for change management projects, including scheduling and coordinating efforts in support of a variety of transformation projects.
- Engage with a variety of stakeholders to promote and discuss change management planning and implementation, change management measures formulation, data collection, target-setting, and reporting practices.
- Review and analyze data for key performance measures and change management objectives in support of strategic goal implementation.
- Develop communication strategies and communication materials to support organizational change management outcomes.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes: Specialized experience for this position includes developing and implementing business plans, operational performance plans, and change management strategies to support organizational changes; managing and monitoring projects that include participants from various organizations and functions; developing and deploying qualitative and quantitative methods of improving, measuring, and coordinating organizational change management effort; and developing change management performance management concepts and practices, including development and use of performance measurements for all business processes and/or programs.

Specifically you will be evaluated on the following competencies:
1. Influencing/Negotiating - Establishes and maintains relationships with key individuals/groups; understands what motivates them. Persuades others; builds consensus through give and take; gains cooperation from others to obtain information, find solutions, and accomplish goals.

2. Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders.

3. Program Management - Designs, implements and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities.

4. Program Planning, Review and Evaluation - Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results.

5. Strategic Thinking - Formulates objectives and priorities, and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders.

Additional information

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
