SGI Global is seeking a Program Manager for a Financial Investigator Support contract supporting the Drug Enforcement Administration (DEA), The Office of Diversion Control Operations (DO). *Position is contingent upon award*Job DutiesServices as the key personnel and will effectively and efficiently plan, organize, and manage all employees.Provides daily oversight of the contracted personnel and ensures quality and relevant analysis Daily administrative direction of all Contractor employees under this requirement;Assignment of staff personnel to appropriate shifts, employment functions, tasks, and duties;monitoring of staff workload per wage category per shift, per week to ensure contract compliance;establishment or improvement of procedures and controls, where necessary, to ensure that all services meet specified requirements.Responsible for daily coordination of project activities and client contact.Responsible for ensuring resources are provided who are capable of performing financial investigative support functions commensurate with the Task Order's personnel staffing levels.Has the authority to act for the Contractor in the day-to-day matters under this TO to include, but not be limited to, the following: provide the Contracting Officer Representative (COR) with status reports; monitor the contract to ensure that all tasks are being properly executed; make suggestions to the COR for improvements, if any, of the operation and prevention of problems; and respond to requests from the COR, whether administrative or technical.Responsible for ensuring that all Contractor employees are fully qualified for the labor categories under which they are assigned and that Contractor employees perform the work efficiently and in a timely manner. Has the authority to handle all disciplinary matters involving the Contractor staff and to sign all papers, documents, and/or reports on behalf of the Contractor.Conduct staff meetings on performance matters, including changes to processes or policy, production, issues in work products, disposition of files, attendance, and policy and procedural matters. Shall assist in the planning and development of policies and procedures for the effective and efficient management of operations. Shall review and approve status reports and properly disseminate such reports.Monitor the operations of the TO and all Contractor staff hired in the performance of the TO, regardless of the physical location of the staff. Shall maintain his or her own individual time and attendance record and shall ensure that the time and attendance records of all staff employed in the performance of the TO is accurate, complete, andsubmitted in a timely manner to ensure proper payment. Qualifications:Bachelor's degree.A minimum of 10 years of supervisory or managerial experience in conducting complex criminal investigations, preferably in conducting or managing investigations into the diversion of controlled substances, as well as a comprehensive understanding of Federal financial investigative procedures and techniquesA minimum of 5 years of criminal investigative experience and a minimum of 2 years of experience specializing in financial investigations.Shall possess working knowledge of current financial investigation techniques, including the use of commercial databases and other sources of information.Must be capable and skilled in oral and written communications and able to apply these skills incommunicating with all levels of management Must be technically qualified in all aspects of contract managementMust be skilled in planning, supervising, and leading, and have financial and operational skills combined with the ability to develop and implement strategies and action plans to achieve desired objectives.
