Duties

As a Human Resources Specialist, you will:
  • Serve as the principal advisor to the DC for HC and other senior staff on executive resource matters.
  • Serve as the human capital liaison that coordinates complex matters involving continuing education, leadership training, compensation, benefits, position classification, staffing, recruitment, workforce relations, performance management, workforce planning, business solutions, organizational development, and policy.
  • Provide leadership, instruction, oversight, and evaluation to OCC executives regarding executive resource activities and issues, broad leadership development matters, special employment categories such as Presidential appointees, Schedules Cs, experts and consultants, interagency representatives, and detailees.
  • Advocate innovative HR concepts and change efforts on broad, crosscutting, and strategic issues on behalf of the DC of HC and OCC.
  • Manage and advise on the formulation of plans and roadmaps for the OCC's use of human capital executive services to achieve strategic and operational goals, objectives, and performance measures.
  • Establish guidance and standard operating procedures for processes, identifying/documenting organizational needs, and prioritizing requirements for processes or improvements and implementations. Direct execution of these tasks by team members.
  • Prepare comprehensive reports and briefings to convey the status of program initiative and projects, work activities, and outcomes.
  • Prepare formal and informal written communications and presentations to convey the issues and presents the results to leadership.

  • Travel occasionally to attend conferences and/or training.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File an OCC Financial Disclosure Form.
  • Complete a financial disclosure review and resolve any ethics issues.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V band level or GS-13 grade level in the Federal service. Examples of specialized experience for this position include:
  • Providing human resources management advisory services for executive level positions in the areas of staffing and classification, pay and salary administration, performance management, and personnel policies and trends; AND
  • Interpreting legislation, regulations, statues, and policies affecting executive personnel programs to provide senior-level guidance for operations; AND
  • Developing executive talent management strategies and executive workforce shaping approaches that are responsive to dynamic changes.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Additional information

  • This position is excluded from the bargaining unit.
  • This position is a Step 2 level position within the NB-VI pay band. Step 2 level positions are distinguished by additional job complexity, responsibility, and advanced skill levels required by the work.
  • Salary range includes 23.31%geographical pay.
  • If you are a current OCC employee who previously received a waiver determination permitting you to retain bank securities due to extenuating circumstances, please note that this determination may be rescinded if the nature of your duties changes.
