Duties and skills needed to be successful in this position include, but are not limited to:
  • Analyzing Historical data necessary for formulating the annual budget.
  • Assists in the preparation of the annual budget.
  • Have a working knowledge of the Veterans Equitable Resource Allocation (Model) and stay up-to-date with methodology changes.
  • Analyze multiple year financial execution trends and develop predictive factors: researches historical fixed cost, variable costs, and one-time costs to determine the impact on total command resources: project requirements.
  • Provides mentoring and oversight of the accounting and budget staff with Fiscal.
  • Development of a responsive system of reporting general management and financial data.
  • Compiles information from normal fiscal accounting and budgeting reports with combined data of a non-fiscal nature to produce comprehensive analysis in financial terms.
  • Analyzing variances from performance goals and make recommendations for improvements to higher echelons.
  • Assists in conducting internal audits to ensure that financial policies and procedures are being followed and are effective.
  • Analyze internal operations, current and future workload, existing work-flow, and procedures to evaluate the teams efficiency.
  • Provides a variety of budget and adhoc reports for Congressional Levels, VACO, VISN, and local management.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Examples of specialized experience would typically include, but are not limited to: Comprehensive detailed knowledge and understanding of VA budgetary policies, precedent setting decisions, procedures, and regulations issued by the VA, and the Medical Center to assure that budget estimates and submissions conform to requirements, guidelines and financial objectives. Ability to identify, analyze, and resolve a range of budgetary problems, including: the formulation of budget estimates for programs in which objectives, work processes, staffing needs, and funding requirements may change to the extent that substantial re-budgeting is required on an on-going basis; the development and administration of budget execution subject to fluctuating funding requirements and changing demands for services which necessitate budgetary reprogramming throughout the fiscal year; and the development of alternative methods of funding. Ability to share this knowledge through training of new employees and answering questions from current employees. Knowledge of the goals, objectives, workforce composition, work methods, and functions of research, which are sufficient to enable determination of whether requests for funding and expenditures are proper, necessary and timely. Knowledge of the VA accounting system and related documents in order to locate and analyze data pertaining to the budgets for the various programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
