  • Oversees and maintains document management systems and repositories used to collect, track and report information in support of Quality, Controls, and Standards Office (QCSO) programs to meet statutory, regulatory, Department, and Reclamation program management and reporting requirements.
  • Develops and conducts data calls to subject-matter experts and program managers throughout Reclamation to gather and assess QCSO program data, including data on Reclamation Manual (RM) releases, internal controls, Quality Assurance Reviews (QARs), external audits and conference planning.
  • Applies knowledge of Federal Reclamation law, regulations, policies, directives, standards, and guidance applicable to Reclamation-wide programs to assist in developing, reviewing and analyzing program products for compliance.
  • Reviews program data submitted by regional, area, Denver/Washington offices, and Policy and Programs divisions to analyze compliance with internal and external reporting requirements (e.g., RM releases, QAR evidence, Programmatic Internal Control Program (PICP) and external corrective action plans).
  • Communicates QCSO program policies, directives and standards, and internal guidance to managers and staff to ensure compliance with established rules, regulations, and requirements.
  • Applies knowledge of RM format, style, content, and processes to review and finalize revisions, advise programs on courses of action to pursue for revisions, and conduct training on how to prepare RM policies and directives and standards for conformance with requirements.

To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience which includes: 1) Interpreting laws, regulations policies, directives, and guidelines; 2) Developing and implementing policy, directives and standards, and/or guidance documentation;3) Communicating program goals and requirements to program managers; and 4)Monitoring and reporting compliance with policy, directives and standards, guidance documentation, and/or programmatic internal controls.

You could otherwise qualify on the basis of Education:

1) Successful completion of a Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
2) Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
3) Successful completion of an LL.M. degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
4) Possess a combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Salary listed is for the Rest of the United States (RUS) area and will be adjusted depending on the location of the selectee.
