Join the VISN 17: VA Heart of Texas Health Care Network as a Human Resources Specialist (Compensation). You will manage the establishment, verification, and continuance of all special salary rates and schedules Network-wide. Conduct valid wage evaluations, ensuring the integrity of comparable data from reliable sources are utilized as evidentiary support of establishment/update/ continuance of compensation considerations. Monitor and recommend action on all pay limitation areas. You will manage Network-wide participation of programs such as the Student Loan Repayment Program (SLRP), Education Debt Reduction Program (EDRP), Retention, Relocation, and Recruitment (3Rs) incentives, and any associated Network-wide advisory boards (i.e. Retention Incentive Review Board). Other duties include:
Work Schedule: 8:00 a.m. to 4:30 p.m. CST. Reasonable tours will be considered for highly qualified candidates.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2022.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
For this vacancy, you may qualify based on your experience and/or education as described below:
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Establishes SSR and LPS schedules for T38, Hybrid and T5 positions by using survey and employee pay data. Analyzes the impact to current employees. Provides options and recommendations to leadership. Assists with DOD Wage Surveys. Manages the SLRP and EDRP programs. Prepares Retention, Relocation and Recruitment incentives using recent data relating to salary, turnover, FTEE levels. Codes pay related actions such as LPS and SSR changes, annual Re-employed Annuitant changes, 3R Incentives, physician market pay, missing COLAs, etc. Prepares physician, dentist and podiatrist pay exceptions packages for Network-level physicians. Tracks and processes all biennial market pay reviews. Provides advise and assist with claims involving pay entitlements. Performs complex compensation challenges pertaining to pay setting, back pay, grade and pay retention, etc. OR,
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.

- Establish, review, and revise Network-wide locality pay schedules, Title 5 and Title 38 special rates schedules. Collaborates with facility designee (i.e., pharmacy executive, nurse executive, etc.) and solicits the views of union representatives, if appropriate, regarding the identification of survey data and job matching processes.
- Review the survey data, pull employee pay data, analyze the impact of changes on existing staff and create a recommendation for leadership to consider in making a final determination whether to implement changes.
- Ensure that personnel actions are initiated and processed for such pay actions. Analyzes, in conjunction with finance, the budgetary impact incurred from various compensation requests.
- Serve as the HR Technical Advisor for pay determinations regarding Network-level physicians, dentists, and podiatrists to the Network Chief Medical Officer. Performs technical reviews and provides guidance to the Medical Center Directors, Network Chief Medical Officer, and Network Director for physician, dentist, and podiatrist pay exception packages requiring either Network Director or Under Secretary for Health approval.
- Coordinate with the Network Office and medical center staff regarding the schedule of Title 5 Federal Wage Surveys conducted within Network. This can involve coordinating with the DoD Wage Survey office representatives, organizing and coordinating support activities, ensuring representatives for labor and management teams are appointed, as well as preparation for the surveys.
- Develop, analyze and issue standard operating procedures and/or processes for use in recruitment, relocation, and retention incentive programs; and other strategic compensation programs (e.g. Dual Compensation, etc.).
- Develop reports, briefings, and correspondence to leadership to foster understanding and acceptance of pay administration findings and recommendations.
- Monitor, control, and implement internal systems to continually access and improve program and overall impact on overall mission, objectives, and accomplishments.
- Conduct comprehensive studies, surveys and research, develops completed policy proposals including comparative costs.
- Make presentations to all levels of Network and facility-level leadership.
