Duties

The Deputy Assistant Inspector General for Healthcare Inspection , located in the office of Healthcare Inspections is responsible for ensuring that the health care inspection program is implemented in accordance with statutory requirements.

As a Deputy Assistant Inspector General for Healthcare Inspection, you will:

- Provide the Inspector General, Congress, the VA Secretary, and the VA Under Secretary for Health with clear and objective assessments of the quality of health care provided by VA throughout the nation.
- Direct all aspects of the reporting of OIG inspection results through the current Clinical Assessment Program, Hotlines reports, National Reports, and Rapid Response Team to ensure these reporting instruments meet the goals of the OHI work plan.
- Direct the appropriate changes to the management of Clinical Assessment Program, Hotline reports and National Reports to ensure that best practices are employed from the determination of project goals through the publication of high quality reports.
- Serve as the senior medical advisor to the IG, AIGs, and various audits, investigative and other staff members and provides timely, appropriate, and accurate advice and recommendations on all complex issues requiring extensive medical knowledge.
- Develop, in coordination with the AIG and DAIGs, performance measures for each of the reporting product lines (Clinical Assessment Program, Hotlines, Rapid Response Team, National Projects) and the Biostatistics group that demonstrate progress towards achieving organizational goals.

Current career Senior Executives, QRB-certified graduates of SES candidate development programs, and individuals with SES reinstatement eligibility are not required to address the executive core qualifications.     Qualifications

    Mandatory Qualifications Requirements: To meet minimum qualifications, applicants must possess the following technical and executive core competencies. These competencies would typically be gained through experience, education, and training that reflects progressive development and achievement in managing a Federal legal program for a nationwide organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position.

    A. Technical Professional Competencies - All applicants must include a narrative statement showing how their knowledge and experience relates to the following Technical Professional Competencies (TPCs). The narrative statement should not exceed two pages for each qualification.
  • TQ 1: Ability to direct and manage a comprehensive nationwide inspection or evaluation program.
  • TQ 2: Experience in the management or delivery of health care.

  • B. Executive Core Qualifications - All applicants, unless noted above, must include a narrative statement, not to exceed 10 pages, with no more than two pages for each of the following qualifications:

    Basic Requirement- Degree: Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).

    Requirement- Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Listings of accredited programs are published yearly in the Directory of Residency Training Programs and the Yearbook and Directory of Osteopathic Physicians.

    Basic Requirement- Licensure: Candidates must have a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

    Basic Requirement: Candidates must have a minimum of 5 years of residency training in any recognized medical specialty.

    Education

    The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.     - Relocation expenses as described in 2 CFR § 200.464 - Relocation costs of employees may be authorized in accordance with applicable travel regulations, agency policy, and available funding.

    CONDITIONS OF EMPLOYMENT:
    1. Citizenship: The selected applicant must be a United States Citizen or United States National. Proof of citizenship will be required prior to selection.
    2. Drug Testing: All applicants tentatively selected for an SES position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment. After appointment, the selectee will be subject to random testing for illegal drug use.
    3. Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the SES must have their executive core qualifications approved by the Office of Personnel Management Qualifications Review Board and will be required to serve a 1-year probationary period.
    4. Mobility: Individuals selected for SES positions may be subject to reassignment across geographic, organizational, and functional lines.
    5. Background Investigation: This position is designated as critical sensitive and requires a background investigation and favorable adjudication for a Top Secret clearance.
    6. Financial Disclosure: Senior Executives are required to comply with the Ethics in Government Act, as amended, which requires the submission of a financial disclosure statement, SF 278, upon assuming an SES position, annually, and upon separation from employment.
