Minimum Qualifications:

Education
  • Bachelor's Degree in Transportation Management, Engineering, Public Administration or a related field
  • In lieu of a Bachelor's Degree, a high school diploma or equivalency (GED) and four (4) years' experience in various facets of rapid rail transit operations

Experience
  • A minimum of seven (7) years' experience in various facets of rapid rail transit operations, to include recent experience as a supervisor/manager of a rapid rail transit maintenance or operational function

Certification/Licensure
  • Possession of a valid Maryland, Virginia or District of Columbia motor vehicle operator's license from jurisdiction of residence

  • In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary:

The Superintendent Field Operations/OCC has primary responsibility for effectively directing and managing and coordinating the line functions of train and station operations for a major segment of the railroad. Segments include yards and terminals; revenue line functions of train and station operations from the Operations Control Center (OCC), or Branch day-to-day administrative activities. The accountability includes personnel, labor relations, budget correspondence, and administrative activities. The incumbent advises Rail Transportation (RTRA) Leadership and, as necessary, other offices of the Authority on matters concerning rail operations, practices, procedures, policies and strategies, OCC activities, resolution of operating problems, implementation of schedule changes and emergency contingency plans.

The Superintendent Field Operations/OCC also assists in developing, implementing and modifying, as necessary, rail operating procedures and techniques to ensure that operations are conducted efficiently, safely, and in alignment with accepted transit practices and guidelines.

ESSENTIAL FUNCTIONS
  • Manages all aspects of budget preparation and execution for line, train, station or OCC operations. Ensures activities of the train and station operations on the Line or OCC are administered on a sound fiscal basis. Prepares periodic and long-range forecasts for budgeting and other management purposes.
  • Assists in managing goals, objectives, productivity, specified work standards, priorities, compliance and all rail transportation analyses to ensure all activities are accomplished efficiently, safely, economically, and conform with assigned mission, goals and objectives.
  • In conjunction with the Assistant General Superintendent or General Superintendent, prepares the next fiscal year budgetary detail for submission to management and Board of Directors. Assists in executing the approved budget and preparing and presenting oral and written reports and recommendations to Washington Metropolitan Area Transit Authority (WMATA) management, Board committees and Board of Directors.
  • Provides, as necessary, required rail transportation support for start-up activities, contractor operations, car acceptance and testing activities.
  • Assists in developing effective and timely plans, policies, procedures, operating rules and regulations for accomplishing WMATA's rail transportation mission. Publishes supporting documents as required. May prepare and maintain current contingency plans for special events and emergencies.
  • Attends and participates in meetings, hearings and high-level planning sessions, within and outside of the Authority, that are pertinent to the execution of the functional responsibilities of the Rail Transportation Branch.
  • Reviews, in collaboration with the Assistant General Superintendent and appropriate DECO offices, blueprints, drawings and plans (for relevant items such as yards, stations and track layouts pertaining to future expansion of the railroad), for operational adequacy and makes recommendations for modifications necessary to provide efficient rail services.
  • Assists in establishing and maintaining communications and liaison with appropriate agencies and top managers at other transit properties to facilitate effective accomplishments of the rail transportation program.
  • Responsible for significant personnel actions such as promotions, demotions, disciplinary actions and grievance proceedings. May participate in labor/management negotiations and proceedings by serving as a resource on matters within areas of responsibility, as required.

OTHER FUNCTIONS
  • Represents the Authority at APTA and similar national and local conferences, as required. May visit other transit properties to observe and possibly incorporate other methods to operate a more efficient and safer railroad.
  • Performs special assignments specified by the Assistant General Superintendent or General Superintendent, Rail Transportation and other related duties as required.
  • Exercises leadership in the supervision over the personnel and activities of the train and station operations for a major segment of the railroad, e.g., Red Line, Orange/Blue Line, Green and Yellow Line.
  • Evaluates and analyzes the performance of train and station revenue operations as well as other principal segments of the Line gathered from all sources to include Rail Transportation Operating Summary Reports, Metrorail Station Equipment Status Reports, Transit Car Availability Reports, Labor Summary Reports, Accident/Injury Reports, Vital Signs and Personnel Certification Status Records, and recommends action to be taken to increase efficiency and effectiveness.
  • Develops and implements budgetary controls and staffing strategies to minimize unplanned overtime expenditures.
  • Reviews system performance and recommends appropriate adjustments to ensure proper schedule adherence is maintained.
  • Assists in providing comprehensive training, certification and recertification requirements for all Rail Transportation employees assigned to his/her Line and assists in providing operations certificate requirements for all WMATA personnel.
