The product owner (PO) is a professional position with hands-on technical experience as a developer, designer, QA tester, or similar job. Work involves defining the scope of a project, collaborating with stakeholders, users and the technical team to define project phases/releases, and defining user stories and acceptance criteria that ensure successful development of the software and adoption by target audiences. Work in this classification is distinguished from the Principal Product Owner by the scope, complexity and criticality of assignments, level of expertise, and project management responsibilities. Work is performed with considerable independence under the general supervision of the System Design Development and Implementation Branch Manager.

EXAMPLES OF WORK

●  Works as a product owner on projects that are small to medium in scope and complexity and to coordinate with internal Senate customers only; facilitates Advisory Groups of up to 20 people.

●  Conducts business analysis to understand the current business processes and what can be automated using technology for each user type by analyzing business needs; defining a business case; eliciting information from stakeholders; modeling requirements; validating solutions.

●  Helps customers explore new business processes that meet their collective needs to create better processes.

●  Manages and prioritizes the product backlog based on value to the customer.

●  Writes user stories and acceptance criteria based on business needs.

●  Maintains relationships across Senate offices to support the establishment of customer Advisory Groups and technical team (e.g., training, technology representatives, engineers, designers, QA testers) for each software project; partners with representative offices to understand their business needs relating to the software; collaborates closely with the Advisory Group to determine the scope of an application and the priorities of features in each release by continuously discovering features and prioritizing them against what is built.

●  Sets feature development priorities and provide guidance during development.

●  Tests features built; involves customers in testing, gathers feedback; documents issues; works with the technical team to resolve issues.

●  Acts as the liaison between the development team and customers for each software project to ensure there is a clear understanding of what features are needed in the product or application and their impact.

UNITED STATES SENATE

●  Conducts demos and outreach to Senate offices to evangelize the software being built and ensures frequent and rapid feedback to improve the software.

●  Collaborates across the Senate to ensure demonstration and outreach materials (e.g., intranet site, videos, emails, flyers) are engaging, accurate, thorough and highlight the ‘right’ features if there are multiple audiences for an application.

●  Serves as a product owner coach to new and less experienced staff by guiding and directing them. Develop training, templates and other documents to support product owners in effectively conducting their jobs. Identify external training for product owners attend to help them conduct their jobs.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed in a full-time remote environment and requires occasional walking, standing, bending, safely carrying items less than 25 pounds. Work requires extended periods of confined sitting and hand-eye coordination working with computers. May occasionally require work outside regular business hours to resolve problems or handle incidents.

MINIMUM QUALIFICATIONS

Work requires a Bachelor’s Degree in business, product design, technical (computer science, software engineering, information technology) or any equivalent combination of education and experience that provides the following knowledge, abilities and skills:

●  Minimum 3 years of experience specifically in agile (e.g., Scrum, Kanban) software design, development, and business analysis, including documenting user stories and acceptance criteria.

●  Minimum 3 years of experience as a designer, developer, QA tester or other technical software- development job.

●  Minimum 3 years of experience automating business processes.

●  In lieu of a degree, 5+ years of experience with Product, Business, Technical, or related fields.

●  Ability to apply and explain software engineering principles and technology solutions and their opportunities and limitations.

●  Ability to select and apply various business analysis techniques to understand customer problems and ways they can be modified.

●  Ability and experience in agile development facilitation, negotiation, or similar.

●  Ability and experience in agile development or Product Owner coaching, mentoring, or similar.

●  Proven, highly skilled facilitator of small groups to reach agreement, e.g., negotiating, key performance indicators (KPI) establishment, coaching, mentoring.

●  Knowledge of technical trends and emerging technologies.

●  Ability to communicate effectively orally and in writing.

●  Ability to work as part of multiple project teams at the same time.

LICENSES, CERTIFICATION AND OTHER REQUIREMENTS

This position requires that the applicant obtain and maintain an applicable U.S. Government security clearance. Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.
