The Maryland-National Capital Park and Planning Commission is a nationally recognized agency providing land use planning; stewardship of natural, cultural and historic resources; and delivery of award-winning recreation programs to the communities it serves. The agency is seeking a highly skilled, self-motivated Learning and Organizational Development Manager within the Department of Human Resources and Management to develop an agency-wide training program and learning "University." The manager will also have responsibility for directing staff engaged in Diversity, Equity and Inclusion (DEI) initiatives and Commission-wide Wellness education and programing. The selected candidate must have demonstrated experience with complex and diverse organizations in creating, administering, directing, and planning learning and organizational development services, acting as a key leadership resource to the Commission's executive leadership, and developing and implementing a strategic vision for workforce development. The candidate must be detail-oriented with the ability to self-motivate to meet strict timelines, have exceptional interpersonal written and verbal skills, and strong leadership abilities. Ability to manage staff in engaged in multiple disciplines including DEI and Wellness. Examples of Important Duties Important responsibilities and duties may include, but are not limited to, the following: Leading large-scale learning and organizational development programs to meet Agency strategic goals. Supervises learning and organizational development staff providing leadership through effective communication, motivation, coaching, innovation and goal setting to achieve and deliver superior customer service. Developing, coordinating, and collaborating with departments to achieve Agency learning and organizational development goals and objectives including creating and advancing a central role for learning and organizational development which contributes to development of consistent, efficient and effective learning policies, programs and course offerings throughout the Agency which reflect best practices and a continuous learning culture. Providing coaching and consulting to management stakeholders on a variety of talent management issues. Contributing to learning and organizational development program excellence in a diverse workforce environment reflecting operations and maintenance, skilled trades, law enforcement, administrative support, technical, various other functional specialist, and management/executive personnel. Assessing organizational, departmental and team learning needs by analyzing information, surveys, and other metrics. Designing, developing and deploying learning programs, facilitated events, materials and appropriate assessment tools/tests or approaches to meet learning needs. Selecting and managing resources, including working with both pertinent Agency staff and training vendors to develop and deliver training. Knowledge of Diversity, Equity and Inclusion best practices and Wellness programs. Maintaining a continuous improvement process that involves measuring the effectiveness of learning and development programs. Working in conjunction with stakeholders, to adopt an integrated learning management system for the Agency which encompasses performance appraisal, employee skills/learning inventory, career development, internal mobility, and succession planning cap Preferred qualifications: Ability to Speak Spanish desired. Eight (8) years of experience leading, designing, and delivering training programs in a large organization. Experience with vendor selection and management, strategic planning, organizational development, and project management. Proficiency with web delivery tools and Microsoft Office product Ability to work under tight deadlines, handle multiple priorities and constructive comments from multiple levels, and navigate an organizationally and politically complex environment. Minimum Qualifications 1. Master's degree in human resources management or related field, and six years of progressively responsible HR experience in assigned area including 2 years of supervisory experience. 2. An equivalent combination of education and experience. 3. Additionally, some positions in this class may require certifications based upon area of assignment.
