Job Summary: 
Westat is seeking an HR Recruiter / Generalist who will be responsible for providing HR support to the recruitment and staffing function of onsite temporary hourly staff. Responsibilities include performing full-cycle recruiting tasks (application review, phone screen, and initial interviews), managing the pool of available staff to meet company staffing needs in a timely and efficient manner, and handling employee relations issues, including coaching and counseling of employees.  

This is an on-site position in our Rockville Offices, requiring local travel between Westat offices in Montgomery County. 

Job Responsibilities:
•    Ensuring that business needs are being met while being compliant with relevant laws.
•    Conducting investigations as needed. 
•    Participating in special projects as required including assignment and oversight of selected staffing assignments. 
•    Partnering with operations staff to ensure that adequate staff are readily available to meet operational needs.
•    Managing full life-cycle recruiting process of temporary hourly staff for both on-site and remote (at-home) work assignments in multiple jurisdictions. 
•    Developing and implementing processes for retention of these staff. 
•    Maintaining current knowledge of relevant recruiting / staffing laws, procedures, and practices at the federal, state, and local levels.

Basic Qualifications:
•    A bachelor's degree with at least 8+ years of Human Resource experience to include employee relations experience and recruiting and staffing experience.

Preferred Qualifications:
•    Demonstrated experience in recruiting/staffing in a fast-paced environment to meet staffing deadlines, and understanding of Federal and state employment laws and their application.   
•    High proficiency in Microsoft Office, particularly MS Excel.

•    The candidate should be detail-oriented and possess excellent organizational, interpersonal, and communication skills.
