Duties

The incumbent is responsible for the following duties.
  • Identifies developmental and training needs of employees, providing or arranging for needed training. The incumbent oversees and manages all technical, regulatory, and practical aspects of Cerner Mitigation projects. Includes defining project objectives and goals, setting project and program milestones, overseeing, and coordinating efforts of administrative and clinical programs, and ensuring the technical and regulatory feasibility of all project operations.
  • Provides technical expertise in the field of health care planning, clinical improvement, system redesign and Veteran centered care. Develops and coordinates internal review system for tracking planning activities.
  • Prepares and conducts briefings and formal presentations, both internal and external throughout VHA. Organizes, prepares, and compiles materials and resources for use in formal presentations. Prepares reports and other written materials in a wide range of formats to explain initiatives, enhance understanding and provide clarity of information.
  • Ensures the integration of all initiatives in terms of phasing, implementing, and monitoring Cerner Mitigation programs.
  • Complies with directives, network policy and guidance.
  • Develops, maintains, and updates Cerner Mitigation project plans; coordinating with the necessary stakeholders and the full Cerner Mitigation team to ensure that Cerner Mitigation project plans align with plans for other virtual care services and facilities within VHA.
  • Incumbent is charged with the responsibility to conduct research and analysis to provide recommendations to leadership for problem resolution. Research and/or analyzes substantive problems of effectiveness and efficiency of work operations within the various programs requiring frequent modification of analytical techniques to fit a wider range of variables. The variety of programs increases the difficulty to measure effectiveness and productivity as there are variations in administrative processes. Additionally, information to analyze is often conflicting or incomplete and cannot readily be obtained. Due to the number of programs and variations in processes, analytical work must be researched and compiled from a variety of sources and in various formats.
  • Analyzes the impact, feasibility, practicality, and effectiveness of existing and/or proposed personnel, guides, and regulations. Builds, creates, and maintains databases and dashboards for tasker tracking, trend analysis, and productivity tracking and analysis. Conducts training on the dashboards and databases.
  • As a member of a project or study, the incumbent establishes action plans, makes and monitors assignments of responsibility, monitors milestones and evaluates progress, and suggests corrective action when indicated to ensure completion of the task. Incumbent must frequently recommend and negotiate for resources, staff, and accountability with leadership to accomplish such projects.
  • Performs cost-benefit analyses, special audits, and evaluates projects using quantitative and qualitative methods, involving the department and/or enhancement of programs.
  • Performs internal and systematic reviews of program elements to assess efficiency, economy, and program integrity. Utilizes data information sources to include daily statistical reports, internal productivity reports, Systematic Internal Reviews, and reports prepared/provided by staff and from other VHA sources; provides status of taskers through reports to leadership.
  • The incumbent executes program management activities and duties which can range from coordination of activities with VHA Field resources, external contract entities, providers and VHA leadership. The environment is very dynamic and can include report development, issue resolution, planning activities, risk management, and other duties as assigned to support the overall mission of the organization. Duties include but are not limited to, providing direction to the VAMCs, VISNs, and other stakeholders regarding the EHRM programs, request information from the VAMCs and VISNs, to provide monthly reporting analysis, and communicate with providers as needed regarding concerns. The incumbent is expected to support multiple program efforts that are designed to support VISNs and VAMCs in EHRM.
  • The incumbent reviews and responds to Office of Inspector General (OIG) inquiries and represents the leadership in fact finding cases. The analyst is privy to employee information including conduct, union actions, etc. as they relate to bargaining unit employees.
Work Schedule: Full -Time
Tour of Duty: Monday - Friday, standard varying-daytime hours across multiple time zones. Evenings, weekends and holidays required as necessary based on the needs of the Clinical Resource Hub and spoke sites

Preferred Experience:
  • Experience in developing educational guides, workflows, and innovative programs / processes with widespread reach.
  • Experience in working with widespread telehealth programs, i.e., regional and/or national virtual telehealth programs.
  • Experience in developing Light Electronic Action Framework (LEAF) and/or Power App webpage designs and associated workflows.
  • Advanced knowledge of Microsoft programs including, but not limited to Excel, Power Apps, Power Automate, Power BI and Sharepoint design.
  • Advanced knowledge in HTML, CSS and SQL coding for database system builds and oversight.
  • Experience in healthcare analytics. such as extracting, analyzing and utilizing VA data to make strategic decisions on programming to increase Veterans' access to care


Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collects user data into one database, coordinates, processes, and approves all role requests, evaluating overall program operations, acts as a conduit in the URA process, responds to required data calls, identifying complex administrative problems and developing solutions, developing reports, analyzing and summarizing data, maintaining and monitoring data and making recommendations based on analysis, maintaining computerized databases or information tracking systems, collecting, compiling and organizing information, and using computer systems or applications to access, create, edit or retrieve data.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the work of the position.   • Combination: Must possess a combination of qualifying specialized experience and education as described above to qualify at the GS-11 level for the Program Analyst position. For example, an applicant who possess 6 months of specialized experience equivalent to a (GS-09) position as well as 1/2 years of progressively higher level graduate education leading to a PhD or equivalent doctoral degree. Therefore, you exceed the total requirement and are qualified for the position (Your first 2 years of graduate study are not qualifying for GS-11. (Transcripts must be submitted.)

Physical Requirements: The work is sedentary in nature. Manual dexterity is required in operation of a personal computer. The work sometimes requires walking, standing, bending, lifting, or carrying light items such as paper and books. Most work is performed at a designated telework location or in an office setting with adequate lighting, ventilation, and heating. Frequent travel for training and implementation is required.
