Duties

  • Evaluating complex complaints, information, or allegations received through the Office of Inspector General's (OIG's) Hotline or referred to the Office of Investigation through other means.
  • Determining if complex complaints, information, or allegations are under the OIG's jurisdiction under the Inspector General Act, applicable laws, regulating and judicial opinions.
  • Determining whether complaints, information, or allegations merit further investigations and the potential for criminal prosecution or other civil or administrative resolution.
  • Independently planning, and coordinating and monitoring progress of complex criminal and civil investigations that include setting deadlines ensuring timelines, cost effectiveness and efficient use of investigative resources.
  • Conducting in-depth complex investigations into crimes such as: bribery, false statements, misappropriation of funds, property theft, embezzlement, conspiracy, other possible fraud, waste and mismanagement schemes.

  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify.
  • Individuals joining GPO are required to provide their current COVID-19 vaccine status to GPO Medical Services prior to their entry on duty date.
  • GPO employees that work at a GPO or customer facility and are not fully vaccinated against COVID-19 are required to participate in the Agency's weekly COVID-19 screening/testing program.
  • Applicant must possess a U.S. Driver's License.
  • Must possess successful completion of a Federal Law Enforcement Training Center Basic Criminal Investigator Training Program or equivalent.
  • Selectees must pass a drug test prior to appointment.
  • Physical Demands: Considerable walking and traveling between the GPO and facilities within the local area; travel to regionals GPO facilities where investigations and interviews are conducted; and field assignments require travel by plane, train, etc
  • Work Environment: Work performed in an office setting, although there is some exposure to industrial plant and outside work situations. Occasional scheduled and short notice travel is required.
  • Work Environment: Investigations may require field work such as surveillances, arrests, or participating in searches of workplaces or residences, and may require working overtime with little or no notice.

To qualify for the Senior Criminal Investigator, GI -1811-13, you must meet the following requirements:


Applicant must meet specialized experience at the next lower grade level (GI-12); Specialized experience for this grade level includes: conducting, criminal, civil, and administrative investigations; providing technical advice or recommendations on investigative activities; coordinating investigation activities with Federal, state, or local law enforcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Only experience and education obtained by the closing date of this announcement will be considered.

All qualification requirements must be met by the closing date of this announcement (09/14/2022) to be considered.

Education

There is no educational substitution for specialized experience.

To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Moderate Risk Public Trust background investigation. To meet those standards, all selected applicants must undergo and successfully complete a background for a Moderate Risk Public Trust. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as criminal offenses and illegal use or possession of drugs; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.

For a Suitability:
Secret:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Secret clearance. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Secret clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs; this security process may take between 6 weeks to 12 months.

GPO will conduct an interim security clearance, pending the completion of the full investigative requirements for the final Secret clearance. The interim security clearance will be granted based on the favorable completion of preliminary checks that are accomplished as part of the security clearance process. The Agency may rescind the tentative offer if the candidate is unable to obtain an interim clearance.

Schedule A (Disability Appointment):
Documentation of eligibility for employment under Schedule A can be obtained from a licensed medical professional (e.g., a physician or other medical professional certified by a state, the District of Columbia, or a U.S. territory to practice medicine); a licensed vocational rehabilitation specialist (i.e., state or private); or any Federal agency, state agency, or agency of the District of Columbia or a U.S. territory that issues or provides disability benefits.
