Duties

As the Director Vehicle Technologies Office you will serve as expert advisor to the Deputy Assistant Secretary for Transportation and be responsible for leading the planning, development, implementation, and evaluation of a comprehensive research, development, demonstration and deployment (RDD&D) portfolio for advanced vehicle technologies. Duties include:
  • Establish and communicate VTO technical and investment strategies to address technical and market challenges, identify opportunities for high-impact innovation to bring new technologies and solutions to the U.S. transportation market.
  • Develop, defend and administer annual program budget requests to DOE leadership, the Office of Management and Budget for inclusion in the President's Budget Request and briefings to House and Senate appropriations committees. Manage the distribution and utilization of approved funds and provide interpretive guidance to organizations performing VTO-funded RDD&D activities.
  • Oversee the execution of VTO funding opportunity announcements and serve as the selection official to competitively select the most meritorious and innovative proposals or cost-shared RDD&D awards.
  • Direct VTO research performed by DOE national laboratories, field offices, universities, industry, including through critical peer review and feedback regarding technical and managerial objectives.
  • Formulate and integrate the scientific, engineering and technical requirements necessary to structure and implement effective vehicle technologies RDD&D programs.
  • Provide leadership and represent the DOE in strategic public-private partnerships, including U.S. DRIVE and 21st Century Truck, to establish a dialogue on technical concepts and market barriers, and develop and implement collaborative activities to achieve common goals and technical targets.
  • Build relationships and establish programs and public-private partnerships to increase the speed of transitioning new transportation technologies from laboratory to the market.
  • Direct VTO analysis activities to inform and support program planning and policy development efforts within VTO, EERE, other DOE offices (such as Office of Science, Office of Electricity, and Office of Policy), and other federal and state government agencies.
  • Lead the development of responses to queries from DOE senior management, the White House, the Government Accountability Office, and Congressional committees and subcommittees about vehicle technologies and trends in the U.S. light-, medium and heavy-duty vehicle markets.
  • Serve as a U.S. representative and key interlocutor in select international matters related to transportation technology and policy, including government-to-government dialogues on cooperative RDD&D, exchanges of technical information, conferences, and workshops.
  • Develop and maintain close and constructive working relationships with decision makers in the U.S. transportation industry to keep abreast of their accomplishments, capabilities, trends and needs.
  • Periodically review established policies and program content, goals, and objectives for the purpose of assessing projects and program progress and their expected benefits, in order to assure the most effective use of financial and manpower resources by redirection, curtailment, and enhancement of program efforts.
  • Manage and supervise the VTO and its staff.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

CITIZENSHIP: You must be a U.S. Citizen or National.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.

PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.

PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.

SECURITY CLEARANCE: While not an initial requirement for job entry, future projects will require a clearance. You must be able to obtain and maintain a DOE Q-level security clearance.

DRUG TESTING: While not an initial requirement for job entry, once future projects require a DOE-Q clearance, drug testing will be required as a condition of continued employment. If selected for and appointed to this position you will be subject to random drug testing while employed.

Resume-Based Resume: Applicants must show possession of the ECQs and any technical qualifications via resume. Your resume presented will reflect that you possess the ECQs and give a synopsis of your accomplishments. The application process used to recruit for this position is the RESUME BASED method. Mandatory Technical Qualifications (MTQs): A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below . No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.

MTQ 1: Expert knowledge in vehicle (light-duty, heavy duty or non-road) and transportation technologies, with direct experience in providing innovative leadership and management related to vehicle and transportation technologies in the public or private sector; or research organizations; or professional and technical societies . (Technologies include advanced batteries and electric drive systems, vehicle systems, mobility systems, connected and automated vehicle technology , materials technology and fuels, etc.)
MTQ 2: Expert knowledge of principles and topics related to advanced transportation policies, regulations, trends and market characteristics at the national and state/local level, including working with stakeholders in the transportation sector, especially automotive or truck industry, as well as governmental, academia, international and non-profit stakeholders.

Education

While a professional degree is not required for this position, an engineering, scientific or technical background is desirable.

COVID-19 VACCINATION: Executive Order (EO) 14043 requires Federal employees to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work), subject to such exceptions as required by law. At this time, EO 14043 is subject to a preliminary nationwide injunction.
