The College is governed by a Board of Trustees appointed by the governor. Cecil offers a variety of associate degree and certificate programs.Through its open admissions policy, Cecil College provides learning opportunities for all who have the desire and ability to benefit from its courses and programs, regardless of age, gender, ethnic origin, sexual orientation, disability, or socioeconomic status.Employees of Cecil College, including instructors for online and virtual courses, must be residents of Maryland or the contiguous states of Delaware, Pennsylvania, Virginia, West Virginia, or the District of Columbia.Applicants must be currently authorized to work in the US, as the College does not offer Visa sponsorships.GENERAL RESPONSIBILITIES: Cecil College, seeks an exceptional and collaborative leader for the position of Vice President, Community Government Relations and College Advancement. This position reports to the President, and is responsible for fund raising, donor, community and government relations for the purpose of acquiring and maintaining financial and other resources that support Cecil College's mission. The Vice President works with the President, the Cecil College Foundation, alumni, and members of the College and external communities to engage citizens in initiatives that advance the College. The Vice President plans, develop, and directs all aspects of the College's government relations operations to secure local, state, and federal funding and to advocate for legislation that drives student success. The Vice President oversees the Marketing Department's execution of the College's public relations, strategic communications, and consistent brand messaging. The Vice President has oversight of the programming and sustainability of the Milburn Stone Theatre ensuring the College and external community have access to cultural events. The Vice President is a member of President's Staff and must be able to manage multiple projects, accept new responsibilities, and work effectively as part of a team.Due to the need of interaction with students, employees and the college community this position requires in-person presence. This position is eligible for telework.ESSENTIAL DUTIES:1. Build relationships with local, state, and federal elected officials to secure funding and communicate support or concerns with legislation.2. Evaluate, author, amend, and testify on legislation to ensure continued support of the College mission.3. Effectively advocate the college agenda, and develop supportive community networks committed to strategic outcomes4. Provide strategic and operational oversight to the Executive Director of the Cecil College Foundation, ensuring that Foundation board development, fundraising, and financial stewardship goals are achieved. Supervise the Director of the Milburn Stone Theatre and assist with the development of financial, human, and other resources to ensure community access to a variety of performing art and cultural events. Oversee the internal College and external community initiatives of the nationally-recognized Marketing Department.5. Collaborate with the Marketing Department in the creation of executive-level communications including talks, speeches, reports, and presentations.6. Serve as the President's Office liaison; ensuring the accurate, proper, and timely flow of information to and from the Office of the President.7. Provide a sounding board, advice on sensitive matters, and ensures the President has all the information necessary to make informed decisions.8. Provide excellent judgment, diplomacy, and understanding of college issues to support the President.9. Represent the President and the College at various civic, community and professional organization boards and events at the local, state, and national level.10. Assist the President with correspondence dealing with issues and subject matter in ways that sometimes requires considerable sensitivity, discretion, judgment or negotiation.11. Manage the division's budget and steward College resources utilizing fiscally sound practices.REQUIREMENTS:Education: Master's degree in public administration, nonprofit management, philanthropy or a related field required.Experience: Knowledge of complex activities and operations of state, federal and local legislative bodies, government and community agencies. Proven experience promoting or advocating against legislation affecting community colleges or similar organizations. Eight (8) years of progressively responsible experience in resource development, donor and government relations, crisis resolution, and management of sensitive initiatives preferably in a college environment. Demonstrated brand management and marketing experience. Understanding of the role the arts plays in advancing people and communities.
