Duties

The Technical Director serves as part of the LSOTA leadership team and acts on behalf of the Director and Deputy Director during their absence. In this role, the TD leads and directs the mission, vision, and day-to-day efforts of the LSOTA policy and planning section. The TD provides the following support:

- Provide technical advice to the LSOTA Director and Deputy Director on matters involving the technical evaluation of a broad range of new, traditional and/or rapid acquisition systems, and developmental evaluations.

- Assess and provide strategic direction and resolution of mission-critical problems, policies, and procedures.

- Provide direction and technical support to the test and evaluation for all assigned systems.

- Direct and coordinate the evaluation and the refinement of acquisition strategies for CBP systems.

- Guides innovation and formulation of flexible and rigorous T&E strategies, concepts, methodologies, and techniques for assigned acquisition programs.

- Interacts with leadership, requirements developers, material developers, program management offices, other contractors, other service Operational Test Authorities, Independent Test Organizations, and others to provide timely, comprehensive input to acquisition decision authority.

- Assigns work based on priorities, difficulty of assignments, and the capabilities of employees.

- Identifies developmental and training needs of LSOTA personnel to maintain technical competency.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Level three DHS T&E certification is required for this function;
  • Ability to plan, organize and direct team efforts;
  • Ability to interface with senior management to discuss strategy, planning, and forecasting as it relates to operational T & E;
  • Ability to lead resource allocation development and requirement justification;
  • Ability to effectively perform required duties with minimal to no supervision; and
  • Strong oral and written communication skills to prepare and present comprehensive reports, briefings, studies, and correspondences to a wide range of audiences.
  • Employees within series 1896, 1895, 1881 may be eligible to apply for OS JDA assignments after reaching their journey level/full-performance level or after reaching their Law Enforcement Officer (LEO) occupational series requirements.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
