Duties

  • Independently participates in the work of a multi-disciplinary team of government and contractor personnel in using test technology products and analysis tools to meet the requirements of operational tests and experiments.
  • Serves as a technologist or an analyst for one or more test support roles: test technology (modeling, simulations, instrumentation, and test control products and projects) methodology, and analysis.
  • Provides engineering advice related to the overall test and evaluation effort associated with materials. Determines and executes actions to provide methodology and test technology tools required to capture test data or create a realistic environment.
  • Researches government and commercial products. Develops, acquires, or modifies products to meet operational testing requirements. Integrates the products with other products within an environment, and prepares for life cycle support for the product.
  • Provides authoritative advice and guidance to test technology personnel and test team members on new techniques, concepts, plans, and programs relating to the use of test technologies, methodologies, or analysis.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This is an Army Acquisition, Technology, and Logistics (ATL) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
  • Selectee must meet position requirements for Test and Evaluation Certification within 24 months of entrance on duty. The certification completion timeframe may change from 24 months to 48 months upon approval of the DoDI 5000.66, change 3.
  • Position requires incumbent be an Acquisition Corps member at time of appointment; or, upon reaching the upper portion of the pay band.
  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • A two year trial/probationary period may be required.


Qualifications

This is a Direct Hire (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement for Engineering - 0800 series:

A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.

3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.

4. Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates).

In addition to meeting one of the basic educational requirements, to qualify for this position you must also meet the qualification requirements listed below:

Qualifications for GS-05: Applicants who meet one of the basic requirements are qualified for the specified entry grade of GS-05.

Specialized Experience for GS-07: One year of specialized experience which includes: 1) Performing routine scientific or engineering tasks to assist higher-level employees; and 2) Applying knowledge of scientific or engineering principles and concepts to determine applicability to the work being performed. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education substitution for GS-07: One year of graduate-level education in a field related to the position or superior academic achievement (see Education section for description of Superior Academic Achievement).

Specialized experience for GS-09: One year of specialized experience which includes: 1) Applying techniques to plan, coordinate, analyze or report on completed tests and evaluation projects; and 2) Assisting with analyzing or evaluating scientific data in the solution of scientific or engineering problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education substitution for GS-09: Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a field related to the position.

Specialized experience for GS-11: One year of specialized experience which includes: 1) Interpreting or applying scientific or engineering guidelines to test and evaluation of military equipment; 2) Preparing reports on testing procedures and findings to ensure requirements are met; and 3) Analyzing or evaluating scientific data to obtain solution to test problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education substitution for GS-11: Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field related to the position.

Specialized Experience for GS-12: One year of specialized experience which includes: 1) Planning and directing test and data collection strategies for military equipment; 2) Authoring reports on testing procedures and findings; and 3) Managing complex projects and programs for cost, schedule, and/or performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). There is no education substitution for the GS-12 grade level.

Basic Education Requirement for Operations Research - 1515 series:

A. Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Basic Education Requirement for Mathematician- 1520 series:

A. Degree: Bachelor's degree (or higher degree) in mathematics; or a degree with the equivalent of a major that included at least 24 semester hours in mathematics. My total course work includes differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

OR

Combination of Education and Experience: College-level courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), plus appropriate experience or additional education. Your total course work includes differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

Basic Education Requirement for Mathematical Statistician- 1529 series:

A. Degree: Bachelor's degree (or higher degree) that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

OR

B. Combination of Education and Experience: At least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

Basic Education Requirement for Computer Scientist - 1550 series:

A. Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

SUPERIOR ACADEMIC ACHIEVEMENT (S.A.A.):
S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
  • Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  • Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
  • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
  • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

  • Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
