In this role, you will manage a portfolio of policies and conducting in-depth analysis to ensure national policies comply with current statutes and regulations, include national program oversight mechanisms, and do not institute unfunded mandates to medical facilities.
This full-time position is in Washington, DC.
Primary Responsibilities
- Develop and implement policy requirements that include legal authority, performance metrics, resource needs, qualitative and quantitative analysis, and communications plans.
- Identify policy content and process areas of improvement based on quantitative metrics and evolving VA and VHA organizational needs and priorities.
- Assess VA and VHA current state and future state as it pertains to policy, offering solutions to policy-related organizational challenges, and conducting market analyses to integrate best practices in policy development.
- Coordinate with offices across VHA to ensure a united response by VHA to GAO's concerns regarding systemic organizational issues, including oversight, finance, human resources, training, and IT.
- Develop and update client deliverables including process guides maps, weekly and monthly status reports and briefs, policy analysis, policy development training, and client presentations in diverse formats.
- Review local medical facility policies to assess implementation challenges and provide recommendations to improve national policies.
- Review documentation and project management of policy and national standards of practice development
- Develop and sustain VHA program office and medical center business rules, through systemic change management; supporting healthcare systems redesign and process improvement
- Ascertain the benefits and drawbacks of existing VHA policies and propose recommendations to improve the impacts of policies
- Liaise with VHA stakeholders to determine the needs and goals of policies
- Collect data and produce reports on the qualitative and quantitative analysis
Minimum Qualifications
- 2 to 5 years of relevant professional experience.
- Bachelor's degree in a relevant discipline (Legal, Risk Management, Public Policy, or Health Care Administration). Master's degree preferred.
- Project Management Professional (PMP) Certification preferred.
- Ability to work onsite in Washington, DC at least 3 days per week (after COVID-19 social distancing restrictions are lifted).
- Legal authorization to work in the US.
Desired Qualifications
- Proficiency in document management software such as SharePoint and Salesforce
- Proficiency in the Microsoft Office suite of products with an emphasis on Word and Teams
- Understanding of quality assurance and quality control processes in healthcare or policy
- Strong organization, time management, and prioritization skills with proven ability to balance competing tasks and meet deadlines.
- Powerful problem solving, applied reasoning, and analytical skills; experience translating analysis into clear recommendations and concrete action steps for diverse audiences
- Strong verbal and written communication skills, including reports and presentations
- Solid observational and active listening skills
- Ability to work in a dynamic, collaborative, and results-driven environment
- Means to build and manage client and professional relationships at all levels
- Track record of thinking strategically to effectively assess problems and assemble solutions and accept accountability for delivering results
