This position is in support of GDIT's contract with US Department of Energy's (DOE) Office of the Chief Financial Officer (OCFO), Office of Corporate Business Systems to provide Operations and Maintenance (O) Support Services of their Corporate Business Systems (CBSOM). Services include support of various business applications for financial management, acquisitions, and budget management, business analytics, and robotic process automation (RPA), database management, cyber security, Tier 1 help desk, and task order management. Services on this single award, blanket purchase agreement which has a Period of Performance through early 2028 will be performed at the DOE office located at 20300 Century Boulevard, Germantown, MD, 20874 (currently remote due to COVID-19).The Program Manager will apply methods and maintain tools to track program, project, and task performance data, including cost, schedule, and performance data. In addition, the candidate will be expected to provide oral and written discussion of analytical findings using narrative and graphic forms. The candidate will support all facets of contract administration and delivery including financials, monthly corporate reporting, subcontractor management, staffing, timesheets, invoicing, and documentation required by the company and DOE. Further, the candidate will support financial reporting components of the program to include capturing and maintaining quantity-based statistics to maintain forecasting and actuals, and generation of monthly invoices. Tasks may include planning, initiating, managing, executing, and closing out small and large-scale projects in support of the department's mission. The candidate will interact extensively with DOE business stakeholders, DOE line of business leadership, DOE system/product owners, and the COR, and is expected to document and resolve any issues that arise.Duties and responsibilities will include, but are not limited to:Provide program management services on operations and maintenance and implementation initiatives.Manage and lead multiple Task Orders and Task Order Leads as a cohesive large-scale program.Supports efforts through design, development, and implementation of organizational and technical initiatives.Identifies leading practices and operational improvements and creates and assesses performance measurements.Collaborate with client to define future state vision, and plan and execute roadmap from current state to future state.Generate milestone schedules to deliver functionality for target state of financial applications, and periodically provide updates on progress and deviations affecting schedule or qualityFor each application, assess risks, constraints, and resources required to meet client objectives for each financial applicationDocument DOE requests via Action Items and develop materials to respond to these requestsPrepare ad hoc and periodic (weekly, monthly, quarterly) presentations and reports and present them to DOE stakeholder(s)Capture and report on quantity-based performance metrics used to track core project functions for status reporting and invoicingUtilize professional judgment, critical thinking skills and research to improve program processes and resolve issues affecting program performanceManage the program's risk management process, on/off-boarding processes, status reporting, and support Action Item management. Manage on-time submission of quality contract deliverables to DOEManage program financials, including P responsibility, forecasts, ETC and EAC, and not-to-exceed funding ceilingsProactively engage GDIT support organizations for effective delivery of program services, ie Contracts management, Sub-Contracts management, Financial management, Human Resources, Line of Business management. Minimum Requirements: Bachelor's Degree in Computer Science, Information Systems, Engineering, Business, Management or other technically related discipline with 5+ years of relevant experience or no relevant degree and 7+ years of relevant experience.Must have demonstrated experience managing Federal and/or commercial implementations and/or O of enterprise-wide financial, budgeting, and/or acquisitions applications, or equivalent applications.Some experience managing Federal and/or commercial implementations and/or O of enterprise-wide Oracle eBusiness Suite (EBS) solutions.Must have increasingly responsible experience defining, implementing andmanaging project processesMust have increasingly responsible experience leading software development or business process automation projects or programsMust have increasingly responsible experience managing contracts or task orders of similar scope, size and complexityMust have demonstrated experience presenting to and engaging with client leadership (government SES level) and GDIT leadership (Sr. Director and VP levels)Good team player, able to manage multiple assignments, and adapt to changing client needsOutstanding written and verbal communication skills with the ability to present to business leadersMust be able to obtain and maintain a DOE Security Clearance (Public Trust) and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprintingUS CitizenshipDesired Qualifications: Project Management Institute (PMI) Project Management Professional (PMP) CertificationITIL v3 or v4 Foundation certificationScaled Agile Framework certificationAgile Scrum Muster certificationAgile Product Manager or Product Owner certificationMaster of Science degree in Computer Science, Information Systems, Engineering or other technically related discipline, or MBA.Previous Department of Energy experience#GDITPriority About Our WorkWe are GDIT.
