We're looking to fill a Performance Analyst position in the Office of Transit Performance Management. The person who fills this role will join a team that is focused on using data to build a safer, more reliable, and more equitable public transportation in the Washington Metro Area. This performance analyst will primarily support our planning office to deliver the best possible service to Metro's customers. A successful candidate will provide thoughtful analysis using a variety of data sources to help answer key questions, create dashboards and other visualizations that focus on driving action, and help develop new performance metrics that are focused on improving overall customer experience.

Minimum Qualifications:

Education
  • Bachelor's degree in Public/Business Administration, Planning, Engineering, Data Science, Financial Management, History, Mathematics/Statistics, Political Science, Economics or a related field.

Experience
  • A minimum of four (4) years of experience performing quantitative analysis, analytical problem solving, metric development and/or business strategy implementation, to include at least two years:
    • Using a business intelligence software or programming language (such as R, Tableau or Power BI) to build reports or dashboards that automatically refresh
    • Presenting performance data and analysis results to managers and/or clients both orally and in writing
    • Creating visuals in Excel and presentations and/or reports in PowerPoint for managerial audiences

Certification/Licensure
  • N/A

Preferred
  • Master's degree in Public/Business Administration, Planning, Engineering, Data Science, Financial Management, History, Mathematics/Statistics, Political Science, Economics or a related field.
  • Advanced skills using R, SQL or Python to extract, manipulate and clean data.

SUMMARY

The Performance Analyst collects, analyzes, documents, and communicates performance measure results internally. Working on behalf of client offices, the Performance Analyst conducts root-cause analysis, drafts recommendations for managers and prepares visualizations that clarify results. The Performance Analyst facilitates target setting and business plan development at the department and office level and interacts regularly with managers to inform internal performance measurement reporting.

Essential Functions:
  • Collects, analyzes, documents and prepares internal reports on performance measures to evaluate how effectively Metro is meeting strategic goals, business plan objectives and/or mitigating risks.
  • Analyzes measures not performing at target to discover and document root-cause and applicable business processes impacted.
  • Prepares and communicates performance analysis results and recommendations to his/her supervisor and client offices within Metro, utilizing tables, graphs, PowerPoint presentations, and narratives.
  • Gathers feedback from managers on performance reporting needs and summarizes in narrative format.
  • Gathers data and compiles presentations for front-line employees on performance results.
  • Facilitates department and office business plan development by interviewing managers and documenting core services, key accomplishments, priorities, actions, performance measures and risks to achieving strategic goals.
  • Compiles and displays peer transit authority data for client offices to compare performance in accordance with confidentiality requirements.
  • Serves as internal consultant to client offices, assisting departments/offices to monitor results, clarify challenges and bring insights to facilitate process improvement. Manage well-defined performance improvement projects, such as dashboard development.
  • Conducts data quality checks to retain Metro's credibility and enable management to have accurate data to resolve service problems, maximize service reliability, and minimize cost.
