Job Announcement

Language access is a critical pillar of Fairfax County’s commitment to advancing racial and social equity. This positions will oversee a team of language access professionals to support the county in effectively addressing the linguistic diversity of the population through the development of centralized resources and partnerships, establishing translation and interpretation assistance and language access requirements for serving non-English speaking persons, and ensuring organizational compliance of Title VI Limited English Proficiency standards across Fairfax County Government agencies. Bilingual language proficiency is preferred for this position.

Responsibilities include:

  • Manages the overall direction of the language access program to ensure language access needs and services for Limited English Proficient (LEP) people in accordance with Title VI of the Civil Rights Act.
  • Provides counsel to agency leaders, elected officials, countywide communicators and other key staff regarding the integration of content in multiple languages.
  • Ensures critical documents, announcements, and other materials are translated into languages such as Spanish, Chinese, Farsi, Korean, Vietnamese, and more.
  • Writes, edits, designs, packages, and develops multilingual content in audience-friendly ways for various electronic and printed communications for internal and external audiences.
  • Provides support to county agencies for language access requests and responses.
  • Facilitates the process for county agencies to request translation and interpretation from county-approved contractors and partners.
  • Coordinates a team of countywide language access specialists led by the Office of Public Affairs to develop and maintain a comprehensive, long-term Language Access Plan.
  • Develops and updates policies, procedures, toolkits, and other language access resources.
  • Plans, develops, and implements comprehensive, culturally competent language access training for county agencies and community organizations.
  • Coordinates with another county agencies to oversee language access vendor contract services.
  • Serves as a key team member during emergency activation to help manage language access communications issues.
  • Supervises three staff members.
Note: The assigned functional areas of the position are language access services, program management, program coordination, civil rights, communications, and community outreach.

  • Directs and manages long-term, large-scale, high-priority, sensitive programs/projects that are multi-disciplinary and involve multiple agencies;
  • Manages a group of professionals engaged in diverse administrative and management support activities;
  • Establishes and implements program policies, develop and manages the budget for designated programs;
  • Ensures County programs reach the intended populations and targeted benefactors;
  • Directs research and evaluation of trends in applicable areas of responsibility;
  • Develops long- and short-term goals, objectives and solutions for division;
  • Interfaces with central County staff departments (such as DMB, DHR, Finance, Purchasing and Supply Management) for seamless collaboration;
  • Provides consultation on strategic planning, organizational development and redesign projects;
  • Prepares for and presents to County Board of Supervisors (or Committee) regarding areas of expertise and responsibility.

  • Ability to manage professional and paraprofessional employees including coaching, counseling, training, and evaluation.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; plus five years of professional work experience within more than one of the assigned functional areas.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:
  • Experience providing interpretation or translations services, to include managing language translation service programs.
  • Familiarity and demonstrated experience with the Title VI of the Civil Rights Act.
  • Experience creating training classes and materials, to include conducting training/public speaking in a government setting.
  • Experience managing paid or unpaid support staff.
  • Experience working with elected or appointed officials, boards, and or commissions, civic associations, citizen groups, or professional associations.
  • Experience working with the media, managing social media, and using graphic design programs such as Photoshop and Canva.
  • Proficient in Microsoft Office Suite applications, including Outlook, Word, Excel and PowerPoint.
  • Bilingual and fluent in English and another language.

NECESSARY SPECIAL REQUIREMENTS:
  • All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date.
