Job Announcement

Performs cost accounting analysis and develops costing models to analyze and determine accurate costs of all agency programs. Utilizes costing data to develop appropriate rates/prices to charge customers that will ensure long term program viability. Performs fiscal analysis and data interpretation for a wide variety of program and service areas. Studies and allocates agency overhead to each line of business to ensure accurate program costs. Analyzes actual cost data and compares it to budgeted rates; Presents variances and interprets fiscal results to senior agency management. Compiles and analyzes monthly agency financial reports based on Generally Accepted Accounting Principles to include balance sheets, statements of revenues and expenditures, and statements of cash flows for all agency programs. Conducts analysis, solicits input and prepares the annual agency budget and quarterly budget reviews while ensuring conformance with budgetary standards. Serves as the agency lead on contract matters and as a liaison with the Department of Procurement and Material Management. Provides guidance to agency staff on all contract related matters. Assists agency staff with solicitation of goods and services to secure contracts in accordance with county policies and the Virginia Public Procurement Act. Under the general supervision of the Chief of Accounting and Administration.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus four years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
Experienced Cost Accountant. Experience costing business lines in the waste collection and disposal business or similar service-oriented utility or industry. Documented experience in developing and applying overhead allocations to a service operation. Experience in developing rates/prices for services provided to customers. Documented experience in preparation of GAAP based financial statements for an enterprise operation. Proven oral and written communication skills. Excellent knowledge of Generally Accepted Accounting Principles and the Virginia Public Procurement Act. Advanced proficiency skills to include ERP system and Microsoft Suite Software including Excel, World, PowerPoints to download, organize, analyze, and manipulate data from multiple reports to present statistical/cost analysis to managers and program staffs for business decision making. Advanced level experience in budgetary development and analysis, contract management, and accounting processes. Experience in supervising assigned employees including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning.

PHYSICAL REQUIREMENTS:
Ability to read financial reports, use computer terminal/PC to enter financial data; engage in phone and personal conversations with staff and field operations personnel. All duties performed with or without reasonable accommodations.
