Fairfax County Department of Family Services Domestic and Sexual Violence Services is seeking a highly motivated, mission driven, and strategic leader to join DSVS’ leadership team as we continue to operationalize our five year strategic plan, measure impact through data, build our grants management and portfolio and engage with stakeholders to build communities free from violence.

DSVS works with communities to transform society’s response to domestic violence, sexual violence, human trafficking and stalking by challenging oppression, collaborating to inform policy and providing all persons impacted by violence with equitable access to trauma informed support, advocacy education, and a space for healing.

GENERAL DESCRIPTION:
Under the general supervision of the Director of Domestic and Sexual Violence Services (DSVS), the Assistant Division Director will provide oversight and direction for programs and services within DSVS that prevent and intervene in interpersonal violence in Fairfax County. This position will plan, coordinate, direct, and monitor a comprehensive array of programs and services to meet the needs of county residents and communities and will provide direct supervision, support, review and evaluation of Crisis Response services, administrative support, volunteer services, grants management, and data analytics. The position will provide direct supervision and guidance to the Crisis Response Program Manager, the MA III, and the Volunteer Services Coordinator. This position will also be responsible for building DSVS grants management portfolio and capacity and incorporating data analytics and decision-making into every part of the division.

This position supports all efforts related to division-wide programs and initiatives and facilitates a team-based, participatory work environment aimed at professional growth. Through collaboration and partnership with County and non-governmental programs and community stakeholders, this position will identify and address client and community needs and actively participate in planning for future programming. This position will also establish standards for quality work, staff selection and retention; Ensure coordination of administrative processes for the division including development and implementation of division-wide administrative policies, procedures, work process, and activities; Effectively coordinate and communicate with other DFS programs, county and state agencies, and public officials; Support the DSVS Director in identifying direction and priorities for the division; Support implementation of DSVS 5-year strategic plan and help manage all auditing efforts. Using knowledge of best practices, data decision-making, practice standards, and evaluation methods, this position will promote excellence in programs and services. Using principles of project management and implementation science, the Assistant Division Director will promote strong design, planning, implementation, monitoring, evaluation, and adjustment approaches that result in effective services. This position will serve as the primary designee on behalf of the Division Director as needed and will represent the division on agency-wide, county-wide, and state-wide workgroups and project teams.

  • Guides program staff through the development of strategies that will strengthen programs and services;
  • In conjunction with the Division's Program Managers and Supervisors, ensures that services are provided to meet community needs and that they are delivered in accordance with the agency's expectations for quality customer service;
  • Plans, coordinates, develops, and directs comprehensive service programs; Ensures that programs and administrative requirements (data collection, record keeping, reporting, etc.) are following applicable federal, state, and local laws, regulations, policies, and procedures;
  • Establishes goals, objectives and priorities for the programs and oversees evaluations of program outcomes to monitor their effectiveness;
  • In collaboration with the Division Director, develops new services or revises existing services, policies, and procedures in response to needs within the community;
  • Develops the staffing structure for the programs in accordance with guidelines established by the Division Director;
  • Ensures the workforce is appropriately balanced and culturally diverse to assure responsiveness to the diversity of the client population and the community;
  • Identifies inefficiencies, non-value-added activities, and quality barriers in existing job/team structure and works to reconfigure them to enhance organizational and staff development and continuous improvement;
  • Communicates performance expectations for service staff and programs, checks for understanding of performance expectations, and obtains agreement to performance goals;
  • Establishes means for monitoring and follow-up and ensures adequate training and resources are provided to help staff reach their goals;
  • Provides ongoing feedback and guidance without removing accountability and responsibility from staff and programs for action;
  • Serve as the Division Director's designee assigned to attend meetings or events and analyze and help direct multi-program issues;
  • Utilize data-driven approaches in making key programmatic decisions.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”) Graduation from an accredited four-year college or university with a bachelor's degree in public administration, social work, human services, or a related field; plus, six years of professional experience in a human service field, including two years supervising professional staff. A master's degree in an appropriate field may be substituted for one year of the required experience.
CERTIFICATES AND LICENSES REQUIRED
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, child protective services registry check, and driver's license check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:
Superior oral and written communication skills, including proven ability in drafting, review and feedback, and editing. Significant operations management experience related to complex project development and management. Experience in grant-writing, including review, monitoring, and evaluation. Experience in development and oversight of budgets is important. Proven ability to drive multiple aspects of initiatives and projects from inception to implementation within limited timeframe. Strong interpersonal skills and ability to work in teams, across departments, and with both county and non-governmental sectors is imperative. Must function as a collaborator, problem solver, and relationship-builder. A master’s degree in public administration, human services field, law, or social work is preferred.
