The Fairfax County Government Department of Procurement and Material Management (DPMM) is seeking a dynamic individual to serve in the role of Deputy Director. Fairfax County, with a population of more than 1,200,000 residents, is located in the metropolitan Washington DC area. The DPMM team is comprised of 72 staff and five business areas, and is responsible for the strategic direction, organization, coordination, development, and implementation of the County’s procurement, grants management, and material management responsibilities. The DPMM Deputy Director for Leadership and Management oversees three of the five business areas within the department: Administration, Business and Technical Solutions, and Material Management. These three business areas collectively support the agency’s contracting, sponsored programs, and grant support activities, providing the requisite tools and services for successful operation of the agency's business areas and response to customer requirements. The successful candidate must be knowledgeable in a variety of operational areas, including governmental procurement, technology solutions, and administrative processes, including finance, budget, and human resources. This Management Team position will interface with all departments of the County including the Fairfax County Public Schools, as well as with suppliers, community partners, and other public and private organizations. The fast-paced environment of the department demands that the incoming Deputy Director be able to handle multiple priorities while overseeing the business areas that support the agency.

Schedule: Position participates in events which may occur outside of normal business hours. Flex schedules and/or telework options are available.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university with a degree in public administration, business administration, or a related field; plus, courses in purchasing and supply; plus, six years of increasingly responsible technical experience in a centralized supply and purchasing program preferably in government or with a corporation involved in buying a great variety of products, including two to four years of increasingly responsible supervisory experience in a centralized purchasing and supply program.

CERTIFICATES AND LICENSES REQUIRED:
Certification by a nationally recognized professional purchasing organization is required.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check and a credit check. Applicants/employee in this position must demonstrate financial responsibility in personal finances as a condition of employment.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  • Master’s degree
  • Minimum of seven years of experience in a centralized procurement and material management program within a medium to large municipal government or private sector organization dealing with municipal purchasing.
  • Experience leading large scale technology efforts.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, incumbent must be able to conduct site visits at county facilities and walk, bend and stoop in diverse work environments. All duties performed with or without reasonable accommodations.
