The Fairfax County Department of Public Works and Environmental Services (DPWES) seeks an Assistant Director to provide enterprise level leadership and high level project management oversight to support the five business areas of the department. DPWES is a diverse organization of approximately 1,100 employees providing solid waste, capital facilities development, wastewater, stormwater, urban forestry, and land acquisition management services for the most populous county in Virginia. Reporting to the DPWES Director, the Assistant Director is a critical member of the executive team of this dynamic, accredited public works agency.

The Assistant Director will:
  • Provide the full range of leadership and management oversight for the Business Support Services team, including the DPWES Public Information Officer, DPWES IT Program Manager, and the DPWES Safety and Emergency Response Coordinator.
  • Manage critical large scale projects and lead cross functional teams working on a wide array of focus areas, including information technology support, internal and external communications, performance measurement and metrics, employee safety and emergency response planning, records management, and department reaccreditation.
  • With an encompassing customer service focus, leverage technology and business process analysis to identify innovations that improve the effectiveness and efficiency of DPWES operations and service delivery.
  • Ensure that equitable delivery of service is prioritized, that inclusive and accessible departmental communication practices are established, and evaluate the effectiveness of DPWES communication methods.
  • Champion an “as one department” perspective by leading multiple cross functional teams to develop and implement County and DPWES policy applying change management principles to build consensus.
  • Advocate and ensure the consistency of departmental operations with the DPWES mission, vision, and values.
  • Serve as the Director in his/her absence.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a bachelor's degree in Business Administration, Public Administration, Systems Administration, Engineering, Communications, or a closely related field; plus ten years of progressively responsible experience in project management of diverse teams, including four years of experience in communication, information technology, strategic planning, and/or public works. At least four years of experience must be in a supervisory position.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:
  1. Master's degree in business administration, public administration, systems administration, engineering, communications, or a related field.
  2. Three or more years of experience applying a customer service focused perspective on the delivery of public services.
  3. Three or more years of experience guiding public organizations through change management processes.
  4. Five or more years of work experience in a public works agency.
  5. Five or more years of experience demonstrating an understanding of applying information technology to enhance an organization's operations.
  6. Three or more years of demonstrated experience negotiating, facilitating, and consensus building with diverse groups and/or organizations.
  7. Two or more years of experience developing and measuring effectiveness of communication plans.
  8. Two or more years of experience developing inclusive and accessible public sector outreach programs.
PHYSICAL REQUIREMENTS:
Ability to operate keyboard driven equipment. Job is generally sedentary. Sufficient mobility to attend meetings/events throughout the county. Performed in office environment. All duties performed with or without reasonable accommodations.
