Duties

As the Program Analyst , you will:
  • Oversee spending by developing and implementing analysis methodologies to formulate and justify Office of Protection Services' budget requests.
  • Serve as the liaison for the Office of Protection Services on procurement activities. Process invoice payments; receives packing slips; provides guidance and technical advice to Senior Management on procurement policies and procedures; and supports and assists Senior Management and the department in conducting market research formulating and writing scope of work statements.
  • Coordinate with the Gallery Support Specialist on personnel management activities, to include providing advice and guidance on financial impacts of recruitment and staffing.
  • Designated ATERS approver, managing travel and expense reimbursements.
  • Provide technical liaison with the Gallery Support Specialist for recruitment efforts, activities, and other personnel matters.
  • Perform a wide range of analytical and evaluative assignments concerning the administrative and management aspects of the department.
  • Analyze and evaluate ongoing programs for effectiveness and adherence to stated goals and objectives.
  • Assist the Office of Protections Services' Senior Management in examining current or proposed policies, laws, regulations or administrative procedures to determine impact on budget and personnel management and develop associated recommendations.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-2210-11. Candidates must possess at least one year of specialized experience, equivalent in responsibility to the GS-9 level in the Federal service, performing a variety of analytical, evaluative, budgetary, administrative and technical duties necessary for the operation of the division.

Those applicants who meet the minimum qualification requirements will be evaluated against these factors to determine the best-qualified candidates.
  • Thorough knowledge of accounting principles and the ability and aptitude to analyze budget requirements sufficient to oversee spending and assist in the formulation of budget reports.
  • Knowledge of the principles, policies and procedures of budgeting and procurement of the federal government as well as those exclusive to the National Gallery.
  • Knowledge of and ability to apply Federal and National Gallery of Art personnel management and administrative rules, procedures, policies, regulations and methods; knowledge of effective personnel management practices and general knowledge of cultural protection management.
  • Comprehensive knowledge of and skill in applying analytical and evaluative methods and techniques sufficient to developing both short- and long-range plans for utilizing assigned human, material, and capital resources to optimum effectiveness and efficiency in meeting the mission of the Administration department of the Office of Protection Services.

    Education

    Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

    Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
