Plans, develops and implements Public Affairs Program strategies for highly visible OJP agency programs. Advises management on public affairs implications of DOJ OJP policies and decisions, recommending actions to enhance public understanding of programs.
Manages a Public Affairs program for a major program office. Advises management of requirements for potential programs and makes recommendations for program efforts.
Organizes and coordinates print and broadcast media interviews with key officials and oversees all arrangements with the news media involving DOJ OJP activities. Assists reporters, editorial writers and newspaper columnists in the preparation of material related to DOJ OJP programs; encourages these representatives to use material produced by DOJ OJP. Trains and prepares subject matter experts for print and broadcast media engagement. Establishes relationships with media contacts to facilitate fair and accurate news coverage of OJP. Advises management on risks of media engagement, and recommends a course of action.
Develops and implements communication plans supporting many "proactive" cross-media activities such as strategic planning, multimedia access procedures and education. Provides expert advice as programs develop communication plans. Recommends approaches, specific topics or aspects to be emphasized, the most effective media to use for intended audience.

Manages, edits, and reviews material submitted for publication. Oversees the production of informational materials and monitors DOJ/OJP Web site to ensure that posted information is accurate and up-to-date. Prepares written articles on own initiative.
Researches, writes, and edits informational material concerning DOJ/OJP activities. Develops complete articles for release to news media. Solicits material from management and staff for publication ideas. Prepares articles and assists in preparing news releases and event information. Prepares short speeches or sections of speeches and talking points covering various topics.
Prepares in-depth, complex analytical reports on orientations and briefings provided to various audiences.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience include: developed and implemented communications plans supporting many cross-media outreach activities; prepared written materials to promote an agency's position on a variety of sensitive, controversial and/or complex issues; managed, edited, and reviewed material submitted for publication and coordinated the preparation of speeches and talking points covering various complex topics; or developed or implemented strategies for promoting and publicizing new or substantially revamped programs and services, e.g., promoted innovative marketing strategies to extend the reach of traditional programs and publications. .

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:

Knowledge of communication and public affairs principles, methods, and techniques.
Ability to provide public affairs program management advice and assistance.
Ability to plan and execute public affairs work.
Ability to communicate public affairs programs in writing.
Ability to communicate effectively public affairs programs other than in writing.

TIME-IN-GRADE REQUIREMENT: Status applicants for promotion must have 52 weeks of service at the next lower grade by the closing date.
