Position Description: Are you seeking a Financial Program Management role and have experience providing support services to the US Navy? Consider this great opportunity. Serco is hiring a Financial Program Manager who will support the Finance Division in NAVSEA and work directly with Senior Level Civil Service leadership and Senior Military in Washington, DC This position also manages a dynamic finance support team that works closely with our Customer and other Serco teams to provide management oversight in Planning, Programming, Budgeting and Execution (PPBE) efforts across SEA21/CNRMC. In this role, you will: Collaborate with SEA 21 Directorates and Navy Activities in recommending and implementing new and revised financial management concepts, procedures, and strategies that align with SEA 21 mission objectives. Develop and implement financial management plans, procedures, and programs to facilitate application of financial resources when preparing budget exhibits, executing funding documents, and preparing budget and execution reports. Lead knowledge training sessions for government and contractor personnel to facilitate the transfer of SEA 21F corporate knowledge. Create standard operating procedures of budget and execution processes, and desk guides of NAVSEA financial databases. Develop documentation, reports, and project plans and prepare briefings and staff seminars. Prepare and analyze budget tracker reports. Lead reconciliation of unexpended funding across various appropriations and fiscal years. Assist with Dormant Account Review - Quarterly Audit drills. Report on the SEA21/CNRMC Travel Funding tracker. You will establish an effective and productive climate and culture, performing strategic planning, implementing a strategic vision, ensuring alignment with organizational vision and goals. You will execute disciplined portfolio and financial management, recruiting, hiring, developing, and retaining a quality technical workforce, as well as executing the myriad of inherently supervisory administrative functions. You will develop, foster, and maintain professional, collaborative relationships with key sponsors, stakeholders, program managers, program directors, and other government and contractor organizations. You will promote a culture of technical excellence, professionalism, mentoring and guidance, workforce development, administrative compliance, continuous improvement, cross-organizational collaboration, and mission-based commitment. You will actively participate in collateral duties to include technical and organizational initiatives, studies, and working groups. Qualifications: To be successful in this role, you will have: An Active DoD Secret Clearance at time of application No sponsorship available. A Bachelor's degree in related discipline plus 5 to 7 years of directly related experience in a government financial environment. Experience using the following Navy programs: Navy Enterprise Resource Planning (N-ERP); NAVSEA Enterprise Planning System (NEPS); Program Budget Information System (PBIS); and ADVANA and Electronic Data Access (EDA) Knowledge of government or other contracting environment relating to technical, scientific, and analytical services, and identification of new business opportunities. Knowledge of DOD and USN Policies and Procedures, specifically including knowledge of the Navy Financial System and understanding of the requirements, planning and budget process. Advanced Microsoft Office experience including, PowerPoint and Excel skills. Excellent communication skills - oral and written. Independent, Self-Starter Skills (does not require continual oversight or direction). Excellent time management, communication, organizational, and interpersonal skills. Company Overview: Serco Inc.
