Duties

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019.

As a SUPERVISORY IT SPECIALIST (ENTERPRISE ARCHITECTURE) at the GS-2210-14/15 some of your typical work assignments may include:
  • Serves as the Mission IT, Engineering & Architecture (IT-MTE) Division Chief responsible for providing analysis, guidance, and direction to defining, developing, and implementing Mission IT networks, systems, services, and applications at all classification levels.
  • Drives alignment with, and continued Agency support for, DoD and DTRA mandated transformations and modernization of IT solutions.
  • Leads and directs the design of innovative strategies and translates customer requirements (e.g., operational needs statements, user stories) into network, system, service, architectures/application designs/solutions.
  • Leads and directs the engineering team on technical opportunities and obstacles in the ideation and design phases of a project to provide decision makers with clear, actionable architectural analyses and recommendations to make informed IT investment decisions.
  • Provides guidance and direction to Division staff on implementing IT solutions, designs and plans that are technically sound, properly integrated, meet DoD guidance and cybersecurity requirements, and are interoperable within target environments in order minimize cost, schedule, and operational risk.
  • Oversees the efficient and timely delivery of capabilities to meet project/program technical objectives.
  • Maintains current information on the status of all IT development efforts.
  • Participates in the preparation for and conduct of technical reviews/requirements boards.
  • Leads the development, review and presentation of Analysis of Alternatives (AoA) in order to properly assess operational effectiveness, suitability and life-cycle cost of alternative material solutions.
  • Coordinates directly with customers/stakeholders/IT personnel to resolve integration and complex technical issues, reviews/approves correspondence/reports/technical documentation.
  • Determines timelines and resources needed to accomplish project technical objectives.
  • Promotes and facilitates best practices for IT project and program management with an emphasis on network and systems engineering and computer science principles and methodologies.
  • Identifies technical challenges and recommends solutions involving realigning resource utilization and schedules and/or devising new technical/programmatic approaches.
  • Serves as requirements analyst/manager/technical advisor for the IT-MT Department on new and emerging IT capabilities/solutions.
  • Actively monitors, reviews, and evaluates scientific and operational IT advances and advises customers, stakeholders, and decision makers of potential benefits or impacts for supported projects.
  • Liaises with relevant experts across DTRA.
  • Provides SME advisory services to the IT-MT Department Chief as well as internal and external senior management to explore and resolve highly complex/technical problems related to IT systems and their underlying engineering design, integration, testing, interoperability, and quality assurance process.
  • Provides technical representation for IT-MT Department in meetings with leadership, partner organizations, project stakeholders, and support contractors and provides troubleshooting, advice, and repair support for high-priority and escalation break-fix issues.

Qualifications

In addition to meeting the qualification requirements for this position, all 2210 applicants must demonstrate they have experience in each of the four competencies listed below: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    You may qualify at the GS-15, if you fulfill the following qualifications:

    A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
    • Experience leading interdisciplinary teams composed of senior subject matter experts in the areas of Cloud Management, Mission Infrastructure and Services, and Architecture.
    • Experience managing and developing integrated information requirements and integrated architectures, configurations, policies, plans, program and budgets.
    • Experience directing the implementation of regulations, directives, and procedures.

    You may qualify at the GS-14, if you fulfill the following qualifications:

    A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
    • Experience applying the concepts, principles, practices and techniques of Engineering & Architecture within the areas of Cloud Management, Mission Infrastructure and Services, and Architecture.
    • Experience assisting with recommendations for integrated information requirements and integrated architectures, configurations, policies, plans, program and budgets.
    • Experience studying, analyzing, and interpreting regulations, directives, and procedures.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    Substitution of education may not be used in lieu of specialized experience for this grade level.

    Travel in the performance of temporary assignments may be required up to 10% of duty time.

    This is an Acquisition Workforce position in the Engineering, Technical & Management career field. The incumbent will be required to become certified, Level Practitioner in the applicable career field within 5 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.

    This position is designated as and Information Assurance Manager Level III (IAM-III) in accordance with DoD Directive 8570.1. Incumbent is required to obtain and maintain certifications commensurate with designation as an IAM-III.

    The incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, per latest change.
