Duties

The incumbent's project planning and management duties relate to IT security, compliance, governance, and infrastructure and include the following:
  • Plans and coordinates activities of APM 100 technology projects to ensure that goals and objectives of projects are accomplished within prescribed time frames and budget.
  • Conducts analytical studies, cost-benefit analyses, and other research pertinent to IT infrastructure projects. Evaluates, monitors, or ensures compliance with laws, regulations, policies, standards, or procedures pertinent to IT projects.
  • Develops quality assurance test plans and direct testing activities of those test plans.
  • Collaborates with end users, business stakeholders, and others to understand and prioritize business goals and information needs, and then develops system requirements and design specifications.
  • Manages internal and external systems/application development projects within assigned areas from inception to successful implementation.
  • Integrates organizational input and documentation in developing the IT plans and revises and maintains facilitates Websites, ReserveIt, Parking, and Transit Benefits systems, as required.
  • Provides advice and guidance to managers in meeting strategic goals. Analyzes program development and conducts studies to evaluate and determine IT requirements.
  • Provides expert level advice and guidance to teams on broad planning studies impacting substantial IT resources.
  • Serves as IT Customer Service Manager to maintain customer-focused and transparent status of all assigned projects.
  • Works with managers, project teams, technical and task leads, customers, and users to define IT project/task scope and requirements.
  • Coordinates IT projects for Program Offices by documenting and interpreting customer requirements for new and existing systems and initiatives.
  • Assists IT managers with developing metrics to measure and evaluate systems performance. Analyzes and identifies IT problems and provides recommendations for solutions and/or corrective actions.
  • Develops briefings, reports, and presentations.
  • Prepares pertinent contractual documents, statements of work, contract specifications, Independent Government Cost Estimates (IGCEs), and performance metrics relating to contractor engagement and service.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience multi-tasking and independently managing small- to large-scale IT infrastructure projects in a cross-functional environment. Experience leading a team of technical staff in the software development process, including requirements gathering, analysis/design, development tools/technologies, web tools, release/version control, contemporary testing methodologies, and deployment management. Experience coordinating development of test data and testing of groups of programs developed by others to ensure overall system logic and operation is correct.

In addition to the minimum qualifications, the following has been determined to be a Selective Placement Factor
for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration.

SELECTIVE PLACEMENT FACTOR (SPF): Applicant must have experience in managing and operating a corporate federal cloud technology in a FedRAMP certified environment.
