Duties

As the Deputy Director For Budget Formulation you will:
  • Advise Departmental management and DOE program and functional officials on all aspects of budget policy related to budget analysis, formulation, presentation, and conceptualization and development.
  • Lead the development of the Department's annual Congressional Justification documents including narratives, budget tables, and briefing materials. Provide support in defending the Department's budget request to OMB and to Congress.
  • Direct, supervise, and administer the activities of the various teams under your purview to establish and issue programmatic assumptions upon which budget estimates are to be compiled; and, review proposed budget estimates for conformity with budgetary laws and regulations, established policies, procedures, priorities and assumptions.
  • Represent DOE Leadership and the Budget Director within and outside DOE as a senior agency official in meetings with industry, universities, National Laboratories, and representatives of OMB and other Federal agencies concerning budget programs.
  • Manage, in coordination with the Budget Director, the Department's planning and evaluation process related to the establishment of long-range resource-requirements, the setting of budgetary planning ceilings for the Department, and the identification and resolution of policy issues affecting the development of budgetary plans.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

CITIZENSHIP: You must be a U.S. Citizen or National.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.

PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.

PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.

SECURITY CLEARANCE: You must be able to obtain and maintain a DOE Q-level security clearance

DRUG TESTING: As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed.

Qualifications

Resume-Based Resume: Applicants must show possession of the ECQs and any technical qualifications via resume. Your resume presented will reflect that you possess the ECQs and give a synopsis of your accomplishments. The application process used to recruit for this position is the RESUME BASED method. Executive Core Qualifications (ECQs)

Mandatory Technical Qualifications (MTQs): A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below . No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.

MTQ 1: Demonstrated knowledge of, and experience with the CFO Act, the Government Performance and Results Act (GPRA), OMB Circular A-11 and Federal Budget Process to manage the development and formulation of the budget for a public and/or private large organization and/or field entity including the planning, development, analysis, and evaluation of a fully integrated multi-billion dollar budget. The incumbent makes justifications and appropriate recommendations for setting budget policy and guidance, budget requests, resolution of complex issues, and funding determinations through close relationships with senior leadership and program officials, the Office of Management and Budget (OMB), and Congress. Inherent in the qualification is the knowledge of, and ability to, lead a large professional staff that manages budget formulation and planning related to a variety of large national programs, including research and development, energy, defense, and infrastructure.

MTQ 2: Experience in applying business, budget, and financial management principles using analytical tools to:
(a) analyze budget execution data and complex problems to make recommendations, and provide oversight of budgetary policies, regulations, program and activity planning;
(b) identify relationships between and evaluate program objectives an accomplishments and the effect on resource considerations; and,
(c) conduct strategic and multi/out-year planning for a large organization.

Additional information

COVID-19 VACCINATION: Executive Order (EO) 14043 requires Federal employees to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work), subject to such exceptions as required by law. At this time, EO 14043 is subject to a preliminary nationwide injunction. Although this injunction may ultimately be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action at this time to implement or enforce EO 14043's requirement that employees must be fully vaccinated against COVID-19. If selected, you may be expected to telework upon your appointment, or you may be required to report to the duty station listed on this announcement, even if your home/temporary telework site is located outside the local commuting area. Remote Work (Restricted): A designation that a position can support full-time remote work, but the employee's Official Remote Worksite must be located within the locality pay area of the DOE Worksite or must be a realistic commuting distance from the DOE Worksite for areas outside of a defined locality pay area (i.e., Rest of the United States locality pay area). The distance a Remote (restricted) employee might reasonably be expected to commute from their Official Remote Worksite to a DOE Worksite with some regularity and upon management request, which is general no more than 50 miles in distance.
