Duties

As a SeniorCounsel, Supervision Policy, you will:
  • Analyze law and policy issues applicable to large banks or nonbank financial institutions under the CFPB's jurisdiction and related to the CFPB's supervision program.
  • Draft a variety of complex legal, policy and other documents.
  • Provide oral and written legal advice with respect to whether supervised institutions are operating in compliance with Federal consumer financial law and other statutory and regulatory requirements relating to the CFPB's supervision program.
  • Provide advice and counsel on issues related to Federal consumer financial law, including areas such as consumer reporting, fair lending, deposits, remittances, small-dollar short-term lending, consumer debt collection, student loan, auto, credit card, and mortgage origination and servicing.
  • Assist in the planning and implementation of the supervision of large banks and nonbank financial institutions, including review of examination reports that address whether supervised firms are operating in compliance with the law.
  • Analyze the methods and levels of compliance and determines how the state of such compliance affects consumers who do business with supervised institutions.

  • Due to COVID-19, the Bureau is currently in a maximum telework posture through May 21, 2022. This posture will be lifted as of May 22, 2022 and new hires will be expected to report to the duty station listed on this announcement effective May 23, 2022. Please note, the Bureau is also currently reevaluating its policies and there may be more workplace flexibilities available to employees in the future, which will be subject to managerial approval.

    Qualifications

    Law Degree: Applicants must be a graduate of an accredited law school with an LL.B., J.D. or equivalent.
    Bar Membership: Applicants must be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

    Per the CFPB Attorney policy, you must meet the following qualifications for the CN-71 level:
    • Seven years of related legal experience. Such experience must include experience as a licensed attorney in order to be creditable, (Law Clerk experience is not qualifying for the experience requirements);
    -OR-
    • You must have three years of specialized experience at the CN-60 level (equivalent to the GS-14 level) that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.
    Specialized Experience: Applicants must have the following specialized experience at the CN-60 level (equivalent to the GS-14 level), or equivalent:
  • Experience conducting legal research and analysis in a public-policy related field; AND
  • Experience communicating legal concepts both orally and in writing; AND
  • Experience working with regulatory and/or supervisory issues related to consumer financial products and services.

  • The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. Salary may be set from the minimum of the salary range to the midpoint of the salary range.     Education Requirements:

    Law Degree:
    Applicants must be a graduate of an accredited law school with an LL.B., J.D. or equivalent.

    The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.     CONDITIONS OF EMPLOYMENT:
