Duties

As Attorney Advisor and Assistant Division Chief for the E-rate Emergency Connectivity Fund (ECF), the incumbent assists the Deputy Division Chief for E-rate and Division Chief in developing plans for the administration of the Division's mission and considers the Commission's rules and policies, Bureau policy, priorities, workload, and urgent program requirements.

Duties include:
  • Leads the E-rate ECF team efforts in developing ECF policy, as well as resolving requests for review, requests for waivers, petitions for reconsideration and other policy matters. Oversees policies and matters related to the ECF that is designed to help schools and libraries support remote learning.
  • Works closely with the Deputy Division Chief for E-rate in formulating, determining, and influencing the proposed policies for ECF and other E-rate matters as needed. Directs and participates in legal and policy work relating to the development and administration of, and compliance with, the Commission's rules and regulations.
  • Defines areas of responsibility and assists the Deputy Division Chief for E-rate in establishing Division policy, priorities, and standards and communicating same to staff working in this programmatic area. Assists in reviewing and proposing actions on matters having policy implications or significant impact on programs. His or her responsibility includes analysis and formulation of complex policy positions, and drafting and editing notices of proposed rulemakings, orders, and other documents.
  • Recommends, based on his or her own work, legal interpretations and policy positions to be adopted by the Division in assessing compliance with the Commission's rules.
  • Participates authoritatively, as an expert, in discussions with other Commission personnel, at various stages of proceedings related to, or growing out of, ECF and other E-rate or universal service matters assigned.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements and the specialized experience requirements outlined below.

A. Education

You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

If transcripts are not submitted at the time of application, a copy of the transcript(s) must be submitted at the time of selection.

AND

B. Specialized Experience

Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Applicants must have a minimum of one year of specialized experience in or equivalent to the next lower grade level in the Federal service.

For GS-15: Applicants must possess at least four years of professional law experience and at least one year of that experience must be specialized experience at or equivalent to the GS-14 level in the Federal Service. For this position, specialized experience includes the following:

1) Experience performing legal work in the area of telecommunications policy issues (e.g., universal service);

2) Developing and/or interpreting statutes, regulations, and/or rulemaking documents;

3) Managing a subordinate staff or serving as a team leader or project leader;

4) Providing sound legal and policy advice and guidance on the drafting and preparation of a variety of legal documents; and

5) Representing the organization and explaining complex or controversial issues to a wide variety of people and proposing solutions to complex problems.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
