Overview: AVIAN is looking for a Senior Financial Management Analyst to provide financial support across the Tomahawk Weapons System Program Office, PMA-280, and directly support the Missile Systems IPTL. The Financial Management Analyst applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget, and schedules. Performs management, technical, or business case analyses. Responsibilities: The Program Security Officer will: * Provide PMA-280 Missile Systems financial support and manage approximately $500M annually across RDTE, WPN, and OMN appropriations.* Provide financial analysis, oversight, support, and guidance to multiple IPTs.* Coordinate cost and phasing plans across multiple IPTs and compares actual performance to planned objectives.* Prepare inputs for budgets exhibits, POM submissions, and financial impact statements.* Review all financial documentation for applicable impacts to budget, provides financial point of view and serves as the technical expert on all financial matters.* Manage PMA-280 MILSTRIP budget.* Coordinate with multiple SYSCOMS on annual work assignment agreements; track each SYSCOMs obligation/expenditure planned vs actual financial performance.* Liaison with PMA-280 BFM shop and program teams for the execution of funds across PMA-280 Missile Systems.* Liaison with the BFM shop, Cost Leads and program teams on funding planning and execution across the FYDP.* Identify and monitor all risks associated with the PMA-280 Missile Systems budget.* Lead the Missile Systems Level 1 IPT in the continual process improvement and implementation of NAVAIR's Common Spend Plan Tool (CSPT). Qualifications: EDUCATION: MS or MA degree in a business, management, or relevant technical discipline.A Bachelor's Degree plus 4 years of additional work experience may be substituted for a Bachelor's Degree. An additional 6 years of work experience may be substituted for the degree requirement.EXPERIENCE: At least ten (10) years of experience in program management, technical or business analysis discipline; and included in the ten (10) years, there must be at least four (4) years professional experience in technical efforts supporting major weapon systems and components development. Demonstrated experience in program/project status tracking and schedules. Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series), Military Interdepartmental Procurement Requests, Work requests, Requisitions, Contract Data Requirements Lists, and DD 254.
