Who We NeedSabel Systems is now accepting applications from Financial Management (FM) professionals to become part of a dynamic team supporting the Naval Medical Research Center (NMRC). Through NMRC's Financial Support Services Program, the Budget Analyst shall assist the Comptroller at NMRC with performing financial and administrative support, such as assisting in the successful design, installation, management, evaluation, and modification of projects, including budget planning, cost management systems and other new enterprise resource planning and/or budget systems. The Budget Analyst shall support with analyzing and validating a variety of accounting, budget and financial system data that are designed to track, reconcile and report on Agency-administered programs and/or appropriations. Services provided under this position will be performed in Silver Springs, MD with the possibility of teleworking. Occasional travel, while not anticipated, may be required. This position requires an active Secret clearance and is contingent upon contract award. This is a full-time position.What You'll DoReasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.Work with the Comptroller to support the allocation and execution of all Research and Development (R) funds, Operations and Maintenance (O) funds, and the President's Emergency Plan for AIDS Relief (PEPFAR) funding received by NMRC;Assist NMRC program managers in the day-to-day management of their operating targets to achieve their program objectives within their budgets, effectively meet routine budgeting requirements and resolve daily issues;Monitor internal controls and report the financial viability of essential command programs through the execution year to senior management;Perform periodic reviews of execution status and unfunded requirements to keep local and higher authorities apprised of further funding needs;Support the routine budgeting operations of the Fiscal Office, coordinating closely with all accounting functions, including its DoD and local accounting systems (STARS-FL, NERP, and DTS);Support the review and analysis of budget policies, directives or action requests;Assist in the formulation and submission of the command's R, O, and PEPFAR budgets. Provide input for local policy and procedural guidance to program managers for the development and submission of their requirements. Support the development of written justifications based on the analysis of past, current and projected financial requirements;Support day-to-day administration of command funds. Prepare and analyzes a variety of budget performance and status reports to provide for routine oversight by local and higher authorities and ensure compliance with legal and statutory budget administration requirements;Support the screening of all procurement and financial obligations to ensure only authorized transactions are executed and all financial resources are safeguarded from unauthorized use;Ensure all related records and reports are accurate and reliable;Provide operational input to budget planning, policy development and process improvement.Provide input on the short- and long-range resource requirements, either as part of the normal budget cycle or in response to special circumstances or requirements;Support detailed interpretation and review of budget program guidance from higher authority and ensure its full and timely implementation in the budgeting routine;Support an ongoing budgeting and accounting quality improvement program to ensure its direction and objectives are fully consistent with the command's strategic plan;Supports the development of budget management training materials for program managers and support personnel;Occasional travel, while not anticipated, may be required; andAll other duties as assigned.Your Qualifications US citizen;DoD Secret Clearance;Bachelor's degree in Accounting or Finance, orFive (5)-years' experience in Accounting or Finance;Knowledge and ability to plan, formulate, and execute large R and O budgets, backed by skill in quantitative/statistical analysis and application of arithmetical concepts;Detailed knowledge of DoD budget and accounting principles, techniques and procedures, as applies to both R and O appropriation management;Detailed knowledge of the DoD's Standard Accounting Reporting System (STARS-FL);Working knowledge of Navy Enterprise Reporting Planning (NERP) and the command's R budget program application;Knowledge of the Congressional budget process and developments in medical financial management within DoD, the Office of Naval Research (ONR) and the Navy's Bureau of Medicine and Surgery (BUMED);Experience with DoD audit readiness;General knowledge of double-entry bookkeeping and basic general ledger accounting;Ability to follow security protocols to protect sensitive data;Knowledge and ability to apply a high level of sound, independent judgment in the administration of a budget management program and solution of attendant problems;Knowledge and ability to establish and maintain effective working relationships with all levels of management officials and staff, demonstrating tact, ingenuity and resourcefulness;Knowledge and ability to compose all types of official correspondence and directives;Knowledge and ability to analyze problems, reach objective conclusions and prepare and make oral and written presentations in a clear, concise and compelling manner;English fluency;Ability to multi-task in a demanding, high energy environment;Strong organizational and customer service skills; andExcellent computer skills, including word processing, spreadsheet programs and data base management.PreferredExperience with the Defense Agencies Initiative (DAI);Experience with the Defense Travel Systems (DTS);Experience with Wide Area Workflow (WAWF);Certified Government Financial Manager (CGFM);Certified Defense Financial Manager (CDFM);Certified Information Systems Auditor (CISA);Certified Public Accountant (CPA);Certified Information Systems Security Professional (CISSP);Experience with strategic planning, organizational change management, and business transformation.Sabel Systems is an EEO/AA employer that is committed to diversity and inclusion in the workplace.
