Inspector I/II (Public Works Capital Project Inspector)

An Overview
The Department of Transportation & Environmental Services (T&ES) Public Works Division is seeking a qualified individual to assist the Capital Improvement Program in monitoring and inspecting roadway, structure, and maintenance construction projects. The Inspector is expected to consistently promote open communication, partnering and excellent construction management to obtain on-time, on-budget projects with high quality and safety. Incumbent will ensure contractor compliance through review, interpretation and enforcement of plans and contract documents, and survey information, monitoring and inspecting field work efficiently and in a timely manner, and preparation of thorough, accurate project documentation. Ensure that construction work is documented accurately through daily reports. The incumbent must be available during emergency events including but not limited to winter storms, hurricanes, coastal storms etc.

The Opportunity
  • Monitors and inspects public works projects under construction to ensure compliance with plans and drawings, approved specifications, and City engineering/development requirements.
  • Conducts daily field inspections of construction projects to visually check for compliance with project standards and requirements and requires contractor to take corrective action when project construction fails to meet standards.
  • Participates as a member of the project management team for public works construction projects. This includes ensuring project records conform to City, state, and federal requirements, making revisions, and other project related records and correspondence.
  • Coordinates construction related activity of water, sewer, and street utilities with City divisions and utility companies as appropriate. Ensures impacted property owners are advised of construction activities prior to the start of work. Anticipates potential problems and/or conflicts and attempts to resolve related issues prior to receiving public complaints.
  • Electronically document work in progress; keeps notes, diaries, draws sketches, and takes photographs and field measurements to record material quantities, violations, site conditions, and actual construction practices.
  • Tracks all contractors, subcontractors, personnel, and equipment on construction sites and conducts prevailing wage rate interviews.
  • Tracks and maintains material acceptance documentation and grant related documentation required for the projects.
  • Handles complaints and answers citizen inquiries regarding public works issues to best of ability; responds quickly and appropriately to citizen inquiries, requests for service, and/or complaints.

Minimum & Additional Requirements

To qualify for the role of Inspector I, the candidate must High School diploma or GED; knowledge in construction of concrete, asphalt, sidewalks, curb and gutter, storm drains; at least three years of construction field inspector experience; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Recognition of “Miss Utility" color-coded markings. Employees in this class must have a valid driver's license issued by their state of residence.

To qualify for the role of Inspector II, the candidate must possess a High School diploma or GED; 10 years of construction site work; asphalt and Concrete experience or any equivalent combination of experience and training which provides the required knowledge, skills and abilities; a clear knowledge of civil and architectural drawings; ability to keep clear and legible reports; clean driving record; 880 hours as a plan reviewer, responsible for determining the adequacy of erosion and sediment control plans and supporting documents for approval by a program authority, or an inspector; responsibility for periodically examining the erosion and sediment control activities and premises of a land disturbing activity for consistency with the Erosion and Sediment Control Law and Regulations; or combined duties and obtaining a passing score on the certification examination administered by the Virginia Department of Environmental Quality (DEQ); or by enrolling in and completing a DEQ approved training program in the area of inspector or combined administrator within twelve months of the time of enrollment (starting with the first training course enrolled) and obtaining a passing score on the certification examination. Employees must possess a valid driver's license issued by the state of residence.

Preferred Qualifications

To be considered the ideal candidate for the Inspector I position, applicants must have the ability to obtain Asphalt Field Level I and II, ACI Concrete Field Inspector, within eight (8) months of hire.

To be considered the ideal candidate for the Inspector II position, a candidate must possess an Asphalt Field Level I and II, ACI Concrete Field Inspector, and have a clean driving record. The preferred candidate shall also obtain their DEQ certification as an inspector for stormwater and for erosion and sediment control within twelve (12) months.

Knowledge of utility construction inspection and activities with a DOT or consultant inspection firm; Knowledge of roadway, structure and construction methods, materials, standards and terminology; Skill in the preparation of project documentation and reports, calculation/reconciliation of pay quantities, and field adjustment estimates.; Skill in communicating verbally and in writing with others on project issues and in resolving issues at field level.
