PUBLIC SAFETY SYSTEMS ADMINISTRATOR

An Overview
Our Public Safety Systems Administrator oversees software development contracts and monitors contractors involved in major computer programming and systems analysis projects on various platforms, i.e., local area network, client/server, and mainframe. Work involves full performance level systems analysis. The employee in this class is assigned projects and is responsible for planning and organizing the projects involving the Department of Emergency and Customer Communications IT Division and outside contractors. The employee maintains professional working relationships with contracting companies to establish a pool of resources from which to draw for support of software development efforts. The employee will directly supervise all public safety communications technology specialist in the IT Division and will work closely with other City staff and PSAP’s in the National Capital Region and nationally to effectively manage and enhance all public safety communication systems. Guidelines used include City Administrative Regulations and ITS Standards and Practices. Work is performed under the general supervision of the Deputy Director.

What You Should Bring
The ideal candidate will know operational characteristics and administration of public safety CAD systems (e.g. TriTech CAD and its component modules), NG911 phone systems, integration of phone and alarm systems with CAD, phone and radio recording systems with the Radio Manager, CAD maps and managing GIS ESRI and GeoMedia formats, record management systems, and peripheral equipment. The best candidate should know about applying standard methods and techniques to maintain high availability of critical life-safety systems, troubleshoot operational problems and achieve the on-time implementation of hardware and software configuration and installation to meet customer requirements. One should be skilled in taking ownership of public safety business goals and challenging stakeholders and peers to improve operations through leveraging technologies, modifying procedures, achieving gains in efficiency, effective interaction with contractors, effective contract management, and building relationships with external IT vendors and contractors. Interpersonal skills to work effectively with business contacts in a businesslike, customer service-oriented manner to define, implement solutions, and measure project delivery results are also required.

The Opportunity

  • Interviews, selects, and trains staff and sets their hours of work, directs their work, appraises their productivity and efficiency, handles their concerns, plans the team's work, determines approaches to projects and supplies to be purchased, and responds to inquiries from DECC employees;
  • Analyzes Computer Aided Dispatch (CAD) and NG911 phone system data, crafts approach to e-government issues and services works closely with DECC’s leadership team to coordinate electronic and print products, and adapts to new technologies and platforms;
  • Reviews and implements existing and new policies, procedures, guidelines, security technologies, and standards that best protect the City's information and assets and assesses and reviews security system architecture and design for new and existing applications for DECC;
  • Develops requests for proposals, evaluates bids, recommends contract awards, proposes, and manages budgets, supervises contracted workers, approves invoices for payment, participates in intra and interdepartmental meetings, and presents to the IT Commission and City Council;
  • Performs a variety of analytical duties in the development, operation, administration, upgrade, and support of the City of Alexandria's Public Safety communication systems including the CAD system, NG911 Phone systems, Radio systems, recording systems, geographic information system (GIS) maps in Esri and GeoMedia formats, and record management systems;
  • Participates in the evaluation and testing of new and enhanced applications for the Department of Emergency & Customer Communications. Installs or upgrades software applications; troubleshoots and rectifies hardware and software-related problems; Coordinates and documents testing for new or revised software applications, and deploys new applications;
  • Investigates, analyzes, troubleshoots, and resolves a range of technology-related problems, including communication problems and system failures, recommends and implements changes and improvements to software and hardware, and develops and modifies related reports;
  • Serves as the liaison of the Public Safety Communication system. Stays abreast of IT issues and new advances in technology within the field; supports the development of request for proposal documents for the solicitation of new systems and professional service contracts; monitors contracted services for quality and compliance with applicable Federal, state, and local jurisdictions including Commonwealth of Virginia Public Safety Answering Point (PSAP) regulations, HIPAA, and Virginia Crime Information Network (VCIN) data retention and security standards;
  • Serves as the focal program management point of contact on a variety of projects related to CAD system and NG911 system. Evaluates public safety operational requirements, researches and develops information systems solutions, supports the development of budgets, and actively monitors projects;
  • Maintains system security and integrity; monitors security of all systems and applications; identifies unauthorized access and potential security risks; makes recommendations on security enhancements;
  • Participates in the maintenance and repair of computer hardware systems including printers, file servers, communication servers, related equipment, and network components including controllers, routers, bridges, hubs, and switches typically led by the server and network administration group;
  • Supports operations of the Mobile Dispatch Terminals in police and fire vehicles and the mobile command vehicles and works with designated technicians from the Office of Technology on hardware and software in troubleshooting and coordinating necessary repairs;
  • Develops and maintains system documentation, instructional materials, and Standard Operating Procedure manuals. Reviews hardware and software technical specifications and suggests updates as appropriate. Provides technical assistance in the development of policies and procedures related to system availability, security, and related services and maintains operational practices to support policies and procedures; and
  • Performs related work as required.

Minimum & Additional Requirements

Four Year College Degree; Five years as a Computer Programmer Analyst III; or equivalent knowledge or experience; Three years of experience in communicating and negotiating with high-level executives.

Additional Requirements

Ten years of progressively responsible experience in Public Safety systems implementation and integration that includes substantive work in most of the duties in this job description, including experience successfully implementing, developing, process re-engineering, and supporting operations of the Computer Aided Dispatch system and 911 phone system, and related computer systems. Three years experience in communicating with IT and phone system vendors; ability to work independently and manage projects.

Preferred Qualifications

Master's Degree; Certification in information security (CISM, CISSP); two years in working in the public sector; knowledge of information security management and technology; Active Emergency Number Professional (ENP) and Registered Public-Safety Leader (RPL) certifications.
