Duties

  • Provide a wide spectrum of obstetrical and labor care by obstetrical and gynecological specialty physicians, certified nurse midwives, nurse practitioners, obstetrical registered nurses, licensed practical nurses, and administrative staff.
  • Perform a variety of RN duties; i.e., assessing and managing the patients' physical condition and progress through the labor and delivery process.
  • Assess fetal well-being by means of electronic fetal monitoring and other standard parameters.
  • Initiate parent/infant bonding by promoting a baby-friendly environment while assessing the needs of the patient and family.
  • Educate parents on proper newborn care, providing breastfeeding assistance, and monitoring the mother and baby's well-being while still in the hospital.
  • Administer intravenous fluids and medications.
  • Respond to life-saving situations, using nursing standards and protocols for treatment, as well as order diagnostic tests as needed.
  • Act as the patient advocate and collaborate with fellow members of the Maternal-Child care team.
  • Provide nursing care to babies born prematurely or seriously ill.
  • Assist and support mothers with all anti- and post-partum medical care.
  • Document information in electronic medical records; such as, CHCS, AHLTA, and Essentris.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to have tuberculosis testing.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Two year trial/probationary period may be required.
  • This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so. You must undergo a specific initial background check/investigation to occupy a position having regular contact with children.

  • The duties of this position meet the criteria for compliance with Federal and Department of Defense Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • This position may require the incumbent to work on any day or shift, including PMs, nights, weekends, holidays, or on an "on call" basis, necessary to meet mission requirements.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires the incumbent to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
  • This position requires that you obtain and maintain a Basic Life Support (BLS) certification.
  • This position requires that you obtain and maintain a Pediatric Advanced Life Support (PALS) certification.
  • This position requires that you obtain and maintain Neonatal Resuscitation Program (NRP) certification.

Basic Requirement for Nurse (Specialist/Obstetric/Neonatal):

Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.).

Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination.

Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.

Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.

Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Professional Nursing Experience: One or more full years of professional nursing experience which includes assisting pregnant women with pain and labor management; fetal monitoring; delivery and neonatal care; anti- and post-partum care; initiating emergency resuscitative measures according to adult/infant resuscitation protocols; and documenting information in electronic medical records such as CHCS, AHLTA, and Essentris. This definition of professional nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Education
