This is an Excepted Service position under Title 42. Applications will be accepted from all groups of qualified persons (i.e., U.S. Citizens and U.S. Permanent Residents). No previous federal experience is required. This appointment does not confer any entitlement to conversion to a position in the competitive service.

As a Staff Service Fellow, you will serve as member of the Division of Research Education (DRE) Team providing expertise and assisting team members in the management of the Patient-Centered Outcomes Research Trust Fund (PCORTF) grants and contracts.

Your major duties and responsibilities may include:
  • Managing the Patient-Centered Outcomes Research Trust Fund (PCORTF) training portfolio and updating existing programs and funding opportunity announcements.
  • Keeping abreast of substantive and methodological work of grantees and/or contractors.
  • Summarizing and disseminating accomplishments of grantees across the portfolio.
  • Serving as a Program Official on individual training grants and Contracting Officer Representative (COR) on PCOR related contracts.
  • Providing technical assistance to potential grantees.
  • Attending review meetings and developing funding recommendations.
  • Monitoring progress and completion of grants and managing grant budgets.
  • Working closely with the DRE Director to improve communications and linkages among grantees and with the Agency.
  • Developing innovative strategies to provide national visibility and cohesiveness to PCOR activities.

OPM INDIVIDUAL OCCUPATIONAL REQUIREMENTS FOR GENERAL MEDICAL AND HEALTHCARE SERIES, 0601:

Applicants must possess a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Additional Qualification Requirements:

In addition to meeting the basic entry qualification requirements mentioned above for a Staff Fellow, applicants must have a Doctoral degree plus four (4) years appropriate post-doctoral health or research experience (e.g., employment at a public, private, academic, or non-profit entity; participation in a competitive fellowship; paid or unpaid internships; volunteer work; etc.) that equips the applicant with the necessary experience.

Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment.

The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education

This position has an education requirement. You must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement. Unofficial transcripts will be accepted in the application package. Official transcripts will be required prior to your starting work.
