Job Summary

Aptive is seeking a Proposal Recruiter with federal experience and a passion for finding exceptional people. You must have demonstrated experience managing full lifecycle recruiting for technical, scientific, engineering, and Management Consulting positions supporting government contracts.

You will work with Aptive's Growth and B&P teams to support staffing activities on various potential opportunities. The Proposal Recruiter will evaluate both internal and external candidates to fill key personnel openings on submissions. You will also coordinate to transition the efforts to recruiters supporting the specific business lines prior to award and transition.

This full-time position can be remote, but we prefer a candidate near the DMV with commutable access to Alexandria for periodic office visits. This is a fully funded position and is available for immediate interviews.

Primary Responsibilities

  • Manage the recruiting process for key and non-key personnel for bid and proposal opportunities
  • Proven ability to recruit for qualified candidates in the technical, scientific, engineering, and management fields
  • Understanding of the proposal process from RFI through award
  • The Proposal Recruiter will collaborate directly with the recruiting team to manage incumbent capture process at time of transition
  • Experience with sourcing passive candidates through multiple resources (iCIMS, Indeed, LinkedIn, etc.)
  • Coordinates and manages full cycle recruiting process on unfunded opportunities.
  • Works directly with leadership team to understand labor categories, requirements, bill rates and contract expectations
  • Manage weekly proposal recruiting meetings and relay information between the business leaders and the recruiting team
  • Responds to and qualifies job requisitions efficiently and effectively.
  • Analyzes resumes and compares candidate skillsets to funded opportunities, proposals, and pipelined positions.
  • Manage the job requisition process from creating requisition, sourcing, interviewing, and hiring
  • Work with the Director of Talent Acquisiton to develop plans to support growth activities
  • Maintain reporting metrics and generate reports on regular basis; maintain and advise on recruiting FY budgets.

Minimum Qualifications

  • 5+ years of full-cycle recruiting experience in the federal space.
  • Bachelor's degree (Additional experience may be considered in lieu of a degree)
  • Knowledge of applicant tracking systems. (iCIMS preferred)
  • Well-versed in OFCCP compliance
  • Experience utilizing job boards such as Indeed, ClearanceJobs, and social media sourcing tools.
  • Experience in managing proposal recruiting activities in the Federal contracting space.
  • Recruiting experience across multiple departments, disciplines, with deep familiarity with
  • Legal authorization to work in the U.S.

Desired Qualifications

  • Knowledge of the federal government hiring process and ability to explain it to potential candidates.
  • Experience with analytical and quantitative work, including leveraging data to diagnose opportunities and drive solutions.
  • Experience with working in a highly collaborative culture, including leveraging influence skills without direct resources or authority.
  • Solid business acumen; experience with project management, including supporting the delivery of large, strategic, complex, cross-functional, and multi-site projects on-time and on-budget.
  • Ability to use written and verbal expertise to build credibility, influence, and consult with all levels in the organization.
  • Ability to maintain strong relationships with all clients including internal/external recruiters, business partners and candidates.
  • Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment.
  • Capable self-starter with a drive to get all types of work done and high attention to detail.
  • Excellent ability to communicate across most mediums and settings.
  • Knowledge of military and Veteran populations.
